David McCalla, director of electric utilities; and Matt Rose, LP&L government relations & public affairs manager, gave a presentation on the status of Lubbock Power & Light's transition to the Electric Reliability Council of Texas (ERCOT) and answered questions from City Council. Topics discussed included: construction, certification, and testing updates; plans related to the transition to ERCOT; outages and communications planning; impacts of the February winter storm; and proposed legislative changes related to the energy market and ERCOT. |

Downtown Civic Park – Community Engagement Session #1 Results Brianna Gerardi, business development director, gave a presentation on the results of the first Downtown Civic Park Community Engagement Session and answered questions from City Council. Ms. Gerardi discussed statistics related to website visits, comments given, and phone calls fielded during the Community Engagement Session. Additionally, Ms. Gerardi discussed the demographics of respondents, priorities and concerns as given by respondents, and next steps, which will include a second Community Engagement Session in May. |

Presentation and Discussion of the Parks, Recreation, and Open Spaces Master Plan and Recommended Consultant Colby VanGundy, director of parks and recreation, gave comments on the Parks, Recreation, and Open Spaces Master plan and introduced the recommended consultant, Halff Associates, Inc. Aaron Tuley, with Halff Associates, gave a presentation on the Parks, Recreation, and Open Spaces Master Plan, and answered questions from City Council. Mr. Tuley discussed the benefits of the Master Plan, key issues that will be resolved, and the project approach and timeline. |

Presentation and Discussion of the Downtown Parking Master Plan and Recommended Consultant Brianna Gerardi, business development director, gave a presentation on the Downtown Parking Master Plan and introduced the recommended consultant, WGI, Inc. Jeremy Rocha, with WGI, gave a presentation on the Downtown Parking Master Plan and answered questions from City Council. Mr. Rocha discussed the overall objectives and benefits of the Master Plan and the project timeline. |

Future Needs Follow-Up and Recommendations Jarrett Atkinson, city manager, gave a presentation on City Council priorities, future needs, and answered questions from City Council. Council member Jeff Griffith, chair of the Future Needs Committee; and Council members Shelia Patterson Harris and Latrelle Joy, members of the Future Needs Committee, gave comments and answered questions from City Council. Mr. Atkinson presented on recommendations related to the un-paved road program; arterial street program; and the Broadway project. Additionally, Mr. Atkinson presented on Fire Station No. 20 and Erskine Street from the west City limits to Frankford Avenue which, along with the un-paved road program, are recommended for immediate funding with Certificates of Obligation. Mayor Pope thanked the members of the Future Needs Committee for their hard work and encouraged them to continue to work towards recommendations on the other projects under consideration. |
