The City Council of the City of Lubbock, Texas met in special session on the 14th of April, 2021, at Market Street, 3405 50th Street, Lubbock, Texas, at 7:30 a.m.

Present:
Mayor Daniel M. Pope; Mayor Pro Tem Steve Massengale; Council Member Jeff Griffith; Council Member Shelia Patterson Harris; City Manager W. Jarrett Atkinson; City Secretary Rebecca Garza; City Attorney Chad Weaver
Absent:
Council Member Juan A. Chadis; Council Member Randy Christian; Council Member Latrelle Joy
Note:
City Council addressed agenda items in the following order:

A discussion concerning the Lubbock economy, employment, core services, including but not limited to: utilities, water, wastewater, development and redevelopment, public safety, crime, streets and transportation, community services, facilities, infrastructure, parks and recreation, and other modes of delivery of governmental services; budgetary matters, and the operations, communications, programs, and personnel of the City of Lubbock. No action will be taken by the Lubbock City Council.
Mayor Daniel M. Pope gave opening remarks.
Mayor Pope, Council Members, and staff members engaged in a Questions & Answers (Q&A) session with citizens, in attendance, on various topics including the following: future capital needs; the Unified Development Code; the Charter Review Committee; water towers; the proposed downtown civic park; the crime rate; bond elections; the proposed federal infrastructure bill; CARES Act funds; traffic issues and enforcement; parks/green spaces; community gardens; code violations and enforcement; the replacement of aging water and sewer infrastructure; Interstate 27; flooding at Citizens Tower; the May 1, 2021, special election; Mayor and Council compensation; Mayor term length; and LBK Alert.
Mayor Pope gave closing remarks and thanked Market Street for hosting.

There being no further business to come before Council, the meeting was adjourned.
The April 14, 2021 Special City Council Meeting minutes were approved by the City Council on the 11th day of May, 2021.
