Resolution - Business Development:
Consider a resolution authorizing the Mayor to execute Public Works Contract 16456, with Intercon Demolition, for the demolition of the Lubbock Business Center building at 1301 Broadway.
Item Summary
This contract will provide demolition services for the Lubbock Business Center building, located at 1301 Broadway, to allow for the development of a Civic Park. The contract is for a period of 180 days.
The City of Lubbock Facilities Management Department issued a Request For Proposals (RFP) for Demolition of the Lubbock Business Center. In response to RFP 22-16456-KM, four vendors submitted a proposal. The proposals were evaluated using the following criteria: 60 Points for Price, 30 Points for Contractor Qualifications, and 10 Points for Construction Time. The maximum point value was 100 points. After the proposals were evaluated, the following ranking was obtained:

Texas Local Government Code, Section 2269, requires the City to select the offerer that offers the best value based on the published selection criteria and on its ranking evaluation. In determining the best value, the City is not restricted to consider price alone, and considers other factors stated in the selection criteria. The City and its engineer or architect may discuss with the selected offeror options for a scope or time modification, and any price changes associated with the modification.
Staff recommends award to the highest ranked proposer, Intercon Demolition of Lubbock, Texas, for $645,000, with the time duration of 180 days for final completion. The Central Business District Tax Increment Financing District Advisory Board voted to approve this contract at their March 24, 2022 Board meeting, and recommend approval by the City Council. The funding for this contract is provided from the Central Business District Tax Increment Financing Fund.
Fiscal Impact
This contract of $645,000 is funded in Capital Improvement Project 92399, Gateways, of the Central Business District Tax Increment Financing Fund.
