Resolution - Business Development:
Consider a resolution approving a Downtown Parking Master Plan.
Item Summary
On June 9, 2020, the City Council approved an updated Downtown Master Plan document that addressed the following items:
Utilities and Infrastructure
Parks and Open Space
Traffic and Parking
Catalytic Development Opportunities
Cohesive design that builds upon previous studies of downtown revitalization
The Downtown Master Plan update is a ten-year plan, with Implementation recommended in three phases. Phase One is a three-year phase, beginning in 2021. One of the Phase One recommendations specific to Traffic and Parking was for the development of a Downtown Parking Master Plan. On April 13, 2021, the City Council approved a Professional Services Contract with WGI, Inc. for the development of a Downtown Parking Master Plan, which would inform the development of an efficient, cost-effective, and customer-focused parking management plan, leveraging current assets to support and promote continued growth in the downtown district.
The project was completed over a one-year period, and included two public outreach events. The purpose of these events was to introduce the plan's goals and objectives, and to listen to the group's concerns and perceptions of downtown parking.

The final deliverable was presented to and approved by the CBD TIF Advisory Board at a Special Board Meeting on April 12, 2022. The recommendations made as a part of the final deliverable of the Parking Master Plan were categorized as listed below:
