The Comprehensive Energy Assistance Program (CEAP) involves integration of all programs funded by Low-Income Home Energy Assistance Program (LIHEAP), thereby enhancing efficiency and effectiveness of services provided to clients, and eliminating duplication of services.

• Funding Source: 2023 CEAP “Emergency Supplemental” from Texas Department of Housing and Community Affairs (TDHCA) Contract 58930003976, a separate contract from the 2023 CEAP funding
• Use of Funds: Pass-through grant from TDHCA to provide energy assistance, by paying for energy bills only and repair or replacement of existing heating and cooling units for citizens of Lubbock County
• Allocation: $471,283
• Terms: January 1, 2023, through December 31, 2023, with the option to extend time up to 6 months as determined by TDHCA
