Consider a resolution authorizing the Mayor to execute Professional Services Agreement, Contract 16874, and related documents, by and between the City of Lubbock, and TFS Energy Solutions, LLC d/b/a Tradition Energy, for electric energy consulting and management services,
Item Summary
With the move to retail electric competition, the City of Lubbock will be required to procure electricity for all the City's operational needs. Therefore, staff issued a Request for Qualifications (RFQ) to short-list firms to provide both energy consulting and management services for the procurement of electricity for the City's approximately 88 electricity accounts, which cover approximately 948 locations.
Thirty-three vendors downloaded the RFQ from the City's procurement website. Overall, five firms ultimately submitted responses to the RFQ and were evaluated by a five-person review committee consisting of both City of Lubbock staff and a representative from Lubbock Power & Light. The firms that submitted responses were all scored based on the following criteria and associated maximum points: responses to the energy consultant questionnaire, 40 points; executive summary of the respective firm, 20 points; statement of qualifications, 20 points; and, the firm's recommended strategy, 20 points.

The top two firms, Tradition Energy and Schneider Engineering, Ltd. were both brought in for in-person presentations. For the presentation portion, Tradition Energy received 26 points for a grand total score of 120.8, and Scheider Engineering, Ltd. received 31 points for a grand total score of 116.4. Tradition Energy is the selected vendor.
At the time of this publication, the City of Lubbock and Tradition Energy do not have an agreed-upon contract. There is one provision where Tradition Energy requested modified language that the City Attorney's Office is not comfortable agreeing to, and therefore, this portion of the contract will be discussed in Executive Session. If the City Council wishes to agree to the language requested by Tradition Energy, a copy of the final contract will be handed out when this item is presented in Regular Session.
Fiscal Impact
The total amount of this contract will be based upon future electricity demand.
