Resolution - Lubbock Power & Light:
Consider a resolution adopting the Fiscal Year 2023-24 System Delivery and Discretionary Rate Schedules pursuant to Section 2.03.415(a) of the City of Lubbock Code of Ordinances.
Item Summary
The FY 2023-24 System Delivery and Discretionary Rates are for the operational cost recovery for Lubbock Power & Light (LP&L), to be effective October 1, 2023, for the transition to retail competition. The material changes in the Tariff for consideration by the City Council are summarized as follows:
Rate Classes:
Currently, there are 15 rate classes in our tariff. Moving forward, LP&L has consolidated its delivery rate structure to 9 rate classes, which mirrors the retail market participants. A cost of service study was done prior to establishing the new rate structure, to ensure that the revenue requirement was met, given the consolidated rate classes. Attached is a chart mapping our existing rate structure to the new rate classes along with the rates.
Discretionary Fees:
Included in the proposed rate schedule are “Discretionary Fees” which replace the “Miscellaneous Service Charges” associated with the existing tariff. These fees are defined as customer-specific services for which costs are recovered through separately priced Rate Schedules specified in Chapter 5. Attached is a listing of those proposed fees.
Fiscal Impact
This is a revenue item with no expense.
