Resolution - Public Health Services:
Consider a resolution authorizing the Mayor to execute Department of State Health Services Memorandum of Understanding, MOU HHS001437900001, and all related documents, by and between the City of Lubbock, and the State of Texas, acting by and through DSHS, regarding accessing electronic health data for the purpose of providing essential public health services.
Item Summary
This Memorandum of Understanding (MOU) is to request birth, death and fetal death records. The intent of access to this data, is the assessment of health disparities in Lubbock County residents, and the implementation of policies and procedures to address gaps.
The data requested will assist our local health department in addressing the gaps in our community health. Understanding fetal death and vital records will allow the Health Department to search for a root cause of morbidities and mortalities of the citizens of the Lubbock community, and develop policies and procedures to prevent further health disparities. Understanding the demographics pulled from the requested data will enable us to target affected populations.
The reviewed data can allow us to analyze what our community lacks and what we can do as a public health service to ensure health equity and equality for our citizens. Morbidity and mortality data are reviewed by epidemiologists and data analysts to determine commonalities, if any exist, to improve the quality of care within the department clinic and other healthcare providers. The goal is to improve the quality of care for residents.
