Resolution - Building Safety:
Consider a resolution ratifying the acts of the City Manager in executing an extension to an Interlocal Agreement with Texas Tech University to provide construction plan review, permitting, and inspection services for an education complex to be located on Texas Tech University property.
Item Summary
Texas Tech University (TTU) recently leased land located at 102 Quaker Avenue to Lubbock Independent School District (LISD), for the construction of a new Agricultural Science, Technology, Engineering, and Mathematics (AgriSTEM) education complex, for instructional and educational programs in line with LISD’s statutory mission, along with all related buildings and systems. The two proposed structures will contain an estimated 40,000 gross square feet. TTU and LISD desire to hire the City of Lubbock to provide building and fire plan review, and inspection services for the project, as well as issue a certificate of occupancy upon completion. This proposed interlocal agreement provides for such services at the standard building permit fee rates.
The LISD AgriSTEM project will serve as a career and technological education for the students at LISD. The program will include a floral lab, meat lab, and food science lab, which will prepare students for a future career in these areas. General purpose labs are included that will be programmed in at a later date. These could include a computer lab, robotics lab, film lab, as well as additional labs.
The agricultural part of this facility will be housed in the arena where local LISD students will be able to hold stock shows and help judge the shows. In future phases, animal barns will be to the northwest of the property, as well as an agricultural mechanics building, which will be used for welding, automotive, and possibly construction trades.
The resolution authorizes an extension of the original Interlocal Agreement through April 6, 2027.
Fiscal Impact
All standard City of Lubbock fees for services rendered will apply to this project.
