Resolution - Solid Waste Mangement:
Consider a resolution authorizing the Mayor to execute Contract 18033, with Parkhill, for Miscellaneous Engineering Services related to regulatory compliance for all Solid Waste Department facilities.
Item Summary
The City of Lubbock Solid Waste Department plans to contract with Parkhill to conduct various engineering services related to regulatory compliance for all of our facilities. The scope of work includes routine compliance activities as well as future design services for larger compliance projects located at City of Lubbock-owned landfills.
Regulatory activities include groundwater monitoring, greenhouse gas reports, Texas Commission on Environmental Quality (TCEQ) Annual Reports, volume status reports, Nonmethane Organic Compounds (NMOC) Annual reports, Flare maintenance, NMOC Tier II Testing, and the Soil Vapor Extraction (SVE) Study. Additional engineering services may be identified to support ongoing permitting concerns or capital projects. Future engineering design scope includes work for the closure of the City of Lubbock Landfill #69 located at Caliche Canyon and the design of a gas collection system for the West Texas Regional Disposal Facility.
Fiscal Impact
Contract 18033 with Parkhill for $201,800.00 for the remainder of Fiscal Year 2324 will be funded in Operating Cost Center 5815-8302.
