U.S. Department of Housing and Urban Development (HUD) requires the City of Lubbock Community Development Department (CD) to submit a 5-year Consolidated Plan (ConPlan) and Annual Action Plan (AAP) that outlines the planned projects for 5 years and the coming program year. The 2024 – 2028 ConPlan and Program Year (PY) 2024 - 2025 AAP is the document submitted to HUD. It serves as the City’s application for and proposed use of the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Solutions Grant (ESG). Contingency Provision for PY 2024 CDBG Allocation HUD has not yet announced the PY 2024 Community Planning and Development (CPD) allocations due to the delay of the Federal budget. The allocations listed below are only an estimate of the anticipated PY 2024 allocations, and the City has a contingency provision to match the actual allocation amount once it has been announced by HUD. Estimated allocation of PY 2024 based on prior year funding:
CDBG: $2,245,749;
HOME: $1,263,287; and
ESG: $198,147.

CDBG Administration: $470,749;
CDBG Public Facilities & Infrastructure: $850,000;
CDBG Housing Rehab: $575,000;
CDBG Public Services: $350,000;
HOME Administration: $123,287;
HOME Community Housing Development Organizations (CHDO) Affordable Rentals: $250,000;
HOME Affordable Housing Development: $890,000; and
ESG Homeless Housing and Services: $198,147.
The Community Development & Services Board (CDSB) held a public hearing for citizen participation on March 13, 2024, followed by a 30-day comment period (March 13th – April 12th) for consideration of the ConPlan and AAP draft. No comments were received. The CDSB approved the draft plan(s) on April 10, 2024, and recommends approval of the plan to the City Council.
