Consider a resolution authorizing the Mayor to execute a Standard Utility Agreement (SUA) with the Texas Department of Transportation (TxDOT) for the Loop 88 Sewer Line Relocation Project.
Item Summary
TxDOT has identified the route for the proposed State Highway Loop 88 outer loop corridor. The limits of the proposed route are currently encompassing existing sewer infrastructure owned by the City of Lubbock. Pursuant to State rules and current intergovernmental agreements in effect, the City is required to relocate the sewer infrastructure to outside of the proposed Loop 88 right-of-way. This agreement applies to the relocation of approximately 5,570 linear feet of 48-inch sewer line and construction of 18 sanitary sewer manholes.
In accordance with Transportation Code §203.092 and the provisions of this Standard Utility Agreement (SUA), applicable expenses associated with the sewer line relocation for Loop 88 will be reimbursed by the State. The estimated total cost of this project covered under this Standard Utility Agreement is $4,123,921, of which 97.69% of expenses will be eligible for reimbursement from TxDOT, as shown in Attachment B and Attachment F of this SUA. Additionally, the City of Lubbock will be reimbursed for 100% of the $859,131.94 easement acquisition cost required for this sewer line relocation project.

Fiscal Impact
The utility adjustments in the amount of $95,263 (2.31% of the SUA cost of $4,123,921) is available in Capital Improvement Project 92587.
