Adopt-a-Park Jarrett Atkinson, city manager, introduced the item, gave comments, and answered questions from City Council. Colby VanGundy, director of parks and recreation, gave a presentation on the Adopt-a-Park program and answered questions from City Council. Topics discussed included: a program overview, the program application and approval process, quarterly service projects, and the benefits of program participation. |

Downtown Parking Taskforce Jarrett Atkinson, city manager; and Brianna Gerardi, director of business development, gave comments on the proposed Downtown Parking Task Force and answered questions from City Council. Topics discussed included: recommended task force size, scope and mission of the task force, downtown districts identified in the Downtown Parking Master Plan, the duration of the task force, the inclusion of an ex-officio member from the Lubbock Police Department, and staff support. Mr. Atkinson further presented the following names that were solicited by staff as potential Task Force members: Chad Davis, as chair; Dan Williams; Ted Hogan; George Hardberger; Larry Simmons; Mont McClendon; Elizabeth Nelson; Erik Paltrow; and Arkese White. |

Continuing American Rescue Plan Act (ARPA) Discussion Jarrett Atkinson, city manager, introduced the item, gave comments, and answered questions from City Council. Erik Rejino, assistant city manager, gave a presentation and answered questions from City Council on the status of the job training programs that have been approved, and the programs that are currently in development. Bill Howerton, deputy city manager, gave a presentation and answered questions from City Council on the status of the affordable housing project, small business relief program, non-profit assistance program, the diversion center being developed in partnership with StarCare, the City of Lubbock/Lubbock County public health district partnership, and proposed initiatives to alleviate homelessness in the city of Lubbock. Mr. Atkinson and Katherine Wells, director of public health, gave comments and answered questions from City Council. Mr. Atkinson gave a presentation on American Rescue Plan Act (ARPA) funds as they relate to the City of Lubbock and answered questions from City Council. Topics discussed included: an update on the ledger, available balances, the status of projects that have been approved, and the status of projects currently in development. |

Presentation of a Special Recognition in honor of the West Texas Cycling "Ride of Silence" on May 18.
Mayor Daniel M. Pope presented a special recognition in honor of the West Texas Cycling "Ride of Silence." Paul Freiner, with the West Texas Cycling Association, gave comments on the importance of bicycle safety and thanked City Council for the special recognition. Mr. Freiner also encouraged all Lubbock citizens to participate in the 2022 Ride of Silence, scheduled to be held on May 18, 2022, at 6:30 p.m.

Presentation of a Proclamation recognizing May as Mental Health Awareness Month
Council Member Latrelle Joy presented a Proclamation recognizing May as Mental Health Awareness Month in Lubbock. Dr. Nancy Trevino, with the West Texas Mental Health Collaborative, gave comments on the importance of the Collaborative's work and thanked City Council for the proclamation. Dr. Trevino also recognized representatives, who were in attendance, from the following agencies that participate in the West Texas Mental Health Collaborative: StarCare Specialty Health System, Texas Tech University Health Sciences Center, University Medical Center, Covenant Health System, and the Community Foundation of West Texas.

Employee Recognition - Steven Nelson named the 2022 Floodplain Manager of the Year, by the Texas Floodplain Management Association
Jesica McEachern, assistant city manager, presented an employee recognition to Steven Nelson, senior civil engineer, celebrating his accomplishment of being named the 2022 Floodplain Manager of the Year by the Texas Floodplain Management Association.

Presentation of the Lubbock 101 Class of 2022 Graduation Ceremony
Jarrett Atkinson, city manager, presented the Lubbock 101 Class of 2022 Graduation Ceremony, thanked the various City of Lubbock departments that participated in the program, and introduced the following graduates, who were in attendance, from the Class of 2022: Brian Albiar; Jessip Bretz-Hill; Renee Cage; Ryan Carpenter; James Conwright; Bill Curnow; Calvin Davis; Benny Delgado; Monica Delgado; Matt Dotray; Jeff Hagins; Christopher Hook; Winter Chambers Horton; Kristen Sager; Daniel Schueler; and Nancy Wood. Ann Lilley Jaramillo was unable to attend.
Mr. Atkinson and Brian Bearden, water utilities maintenance manager, presented awards to Bill Curnow, who won the drawing for the "Lubbock 101" street sign; and Ryan Carpenter and Benny Delgado, who both completed the "excavator soccer ball challenge" with the quickest time.
Calvin Davis, Monica Delgado, Nancy Wood, Renee Cage, and Bill Curnow gave comments and thanked City Council and the City of Lubbock staff for their work in administering the Lubbock 101 Program, and for the opportunity to attend and learn more about the operations of the City of Lubbock.
