The City Council of the City of Lubbock, Texas met in special session on the 17th of May, 2022, in City Council Chambers, Citizens Tower, 1314 Avenue K, Lubbock, Texas at 4:00 p.m.

Present:

Mayor Daniel M. Pope; Mayor Pro Tem Steve Massengale; Council Member Juan A. Chadis; Council Member Randy Christian; Council Member Jeff Griffith; Council Member Latrelle Joy; Council Member Shelia Patterson Harris; City Manager W. Jarrett Atkinson; City Secretary Rebecca Garza; First Assistant City Attorney Mitch Satterwhite

Ceremonial Items

Invocation

Jim Cox led the invocation.

Pledges of Allegiance

Pledges of Allegiance, to the United States and Texas Flags, were led by Mayor Pro Tem Steve Massengale.

Citizen Comments - According to Lubbock City Council Rules, any citizen wishing to appear before a meeting of the City Council, regarding any matter posted on the City Council Agenda below, shall complete the sign-up form provided at the meeting, no later than 4:00 p.m.

No one appeared to speak.

Regular Agenda

Motion by Council Member Jeff Griffith, seconded by Council Member Juan A. Chadis, to approve Resolution No. 2022-R0247.

Vote: 7 - 0 Motion carried

Outgoing Council Members Juan A. Chadis, Jeff Griffith, and Randy Christian; and outgoing Mayor Daniel M. Pope, each gave remarks on their time in office, thanked their families and friends for their continued support, and expressed their appreciation to the City of Lubbock staff for their continued dedication in serving the citizens of Lubbock.

Swearing-In Ceremony - City Council: Administer the Oath of Office to newly elected Council Members. (Reception immediately following.)

Council Member District 1 - Christy Martinez-Garcia was sworn in by Rose Llanas. Council Member Martinez-Garcia gave remarks and thanked God, her family and friends, and the citizens of District 1 for their continued support and hard work throughout the campaign.

Council Member District 3 - Mark W. McBrayer was sworn in by The Honorable Judge Kara Darnell. Council Member McBrayer gave remarks and thanked his family, friends, and the citizens of District 3 for their encouragement and support.

Council Member District 5 - Dr. Jennifer Wilson was sworn in by her mother, Rebecca McCarty. Council Member Wilson gave remarks and thanked her family, friends, the citizens of District 5, and her campaign manager, Robert Wood, for their support. Council Member Wilson also thanked the City of Lubbock staff for their hard work and dedication in serving the citizens of Lubbock.

Mayor - Tray Payne was sworn in by his brother, Donny Payne. Mayor Payne gave remarks and thanked his family, colleagues, parents, and the citizens of Lubbock for their support. Mayor Payne also thanked the outgoing Mayor and Council Members for their service and dedication to the city of Lubbock.

5:05 P.M. CITY COUNCIL ADJOURNED

There being no further business to come before Council, Mayor Payne adjourned the meeting.

The May 17, 2022 Special City Council Meeting minutes were approved by the City Council on the 14th day of June, 2022.
