American Rescue Plan - Interim Final Rule and Funding Eligibility Jarrett Atkinson, city manager, introduced the item, gave comments, and answered questions from City Council. Blu Kostelich, chief financial officer, gave a presentation on the American Rescue Plan (ARPA) as it relates to the interim final rule and funding eligibility and answered questions from City Council. Mr. Kostelich discussed the local fiscal recovery fund, health funds, and transportation funds; total City of Lubbock allocations; federal guidance on the interim final rule; Government Finance Officer Association's ARPA guiding principles; eligible expenditures; and audit and reporting requirements. City Council gave direction to staff to prepare additional information on ARPA as it relates to revenue replacement; the relationship with Coronavirus Relief Fund (CRF) allocations; a list of projects that would be eligible for ARPA funding; social services; City of Lubbock capacity; eligible ARPA funding related to water; airport and transit allocations; community development and public health allocations; and possible allocations for the arts industry and the travel and tourism industry, and present to City Council at a future work session. |

Future Needs Committee Update and Report Jesica McEachern, assistant city manager, gave a presentation on City Council priorities, future needs, and answered questions from City Council. Council member Jeff Griffith, chair of the Future Needs Committee; Council members Shelia Patterson Harris and Latrelle Joy, members of the Future Needs Committee; Jarrett Atkinson, city manager; and Blu Kostelich, chief financial officer, gave comments and answered questions from City Council. Ms. McEachern presented on a recap of the Certificate of Obligation projects including Fire Station 20; the un-paved road program; and Erskine Street from the west City limits to Frankford Avenue, as recommended by the Future Needs Committee; and the Committee's recommendation to hold a bond election in November, 2021, to fund arterial street improvements and Broadway projects. There was consensus from City Council for staff to begin taking the necessary steps to hold a bond election in November, 2021, while also directing staff to provide an additional report to City Council at the July 13, 2021, work session. |

Presentation of a Special Recognition in celebration of the 4th on Broadway Festival
Mayor Daniel M. Pope presented a Special Recognition in celebration of the 31st Annual 4th on Broadway Festival. Cami Caldwell, representing Broadway Festivals; and Claire Smith, event director with Broadway Festivals, gave comments and thanked the City Council, their volunteers, and their sponsors for their continued support. Additionally, Ms. Caldwell introduced Lex and Monroe, who will be performing during this year's festivities, and who also performed a song for City Council and those in attendance. This year's events will kick off on Thursday, July 1, 2021, at 7:00 p.m. with the Amigos La Raza on the Plaza Concert and will continue with the Bolton Oil Country Kickoff Concert on Friday, July 2, 2021, also at 7:00 p.m., both live at Cook's Garage. 4th on Broadway festivities will continue on Saturday, July 3, 2021, beginning with the annual parade at 9:00 a.m. and culminating with a fireworks extravaganza at 10:00 p.m. in MacKenzie Park.

Citizen Comments - According to Lubbock City Council Rules, any citizen wishing to appear in-person before a regular meeting of the City Council, regarding any matter posted on the City Council Agenda below, shall complete the sign-up form provided at the meeting, no later than 5:00 p.m. on June 22, 2021. If a citizen is attending the meeting by video or teleconference, they may submit a citizen comment by email at citizencomments@mylubbock.us, no later than 2:00 p.m. on June 22, 2021. Submitted comments must include name and address. Each comment will be read aloud for a period of time not to exceed three minutes pursuant to City Council Rules. Citizen Comments is an opportunity for citizens to make comments and express a position on agenda items. Any comment received that is in the nature of asking a question will be referred to an appropriate member of the City staff for a response. Public Hearings – Any person wishing to speak at a posted public hearing (Items 7.1-7.3) may do so via Zoom by using the “Raised Hand” feature.
