On November 5, 2024, Lubbock voters approved the issuance of $103 million, for a street improvements bond package, for the purpose of providing permanent public improvements. The funding provides for street improvements, including, but not limited to sidewalks, utility line improvements, relocations, traffic signals, necessary and related storm drainage facilities, and the acquisition of land and rights-of-way for the full-width dedication.
Broadway is currently a 3-lane historic brick-paved road. With the Capital Improvements Project 92896, Broadway from Avenue Q to Avenue E, a 0.8-mile section of the 3-lane historic brick, is to be replaced with concrete pavement. Drive lanes, turn lanes, bike lanes, and parking lanes are to be concrete. The crosswalks and intersections are to be modern brick pavers. The project will include streetscape and landscape enhancements, drainage improvements, traffic signal improvements, as well as required water and wastewater replacement and improvements.
On April 12, 2026, the City of Lubbock released a Request for Proposals (RFP) seeking qualified contractors to perform construction services for the reconstruction of Broadway, from Avenue Q to Avenue E.
In response to RFP-19633-TF, two proposals were received on April 30, 2026. The proposals were as follows:

The proposals were evaluated using the following criteria: 60 points for price, 20 points for contractor qualifications, and 20 points for construction time. A 4-member committee evaluated the Statements of Qualification and the following ranking was obtained.

Staff and the Evaluation Committee recommend award of the unit price contract to the highest ranked proposer, Ti-Zack Concrete, LLC, of Le Center, Minnesota, in the amount of $17,363,510.90. Time for substantial completion is 750 calendar days from Notice to Proceed and 800 for final completion. This contract is awarded by the unit price and actual expenditures may be more or less depending on field conditions.
It is important to note that staff is proposing moving $1,000,000 from Capital Improvements Project 92901, 146th Street, Slide to Quaker, to Capital Improvements Project 92896, Broadway, Ave Q to Ave E 2024 Bond, so that sufficient funds are available to award the Broadway Project. The 146th Street Project has sufficient funds to complete designs and is not planned for construction until Fiscal Year 2028. Staff will be recommending using a portion of the $10,000,000 contingency in the 2024 Street Bond in future fiscal years, to account for the funds moved from the 146th Street Project to the Broadway Project. The contingency allocated in the 2024 Street Bond has not been used for any of the projects, and it remains available.

Capital Improvements Project 92744, Sewer Ahead of Broadway Avenue;
Capital Improvements Project 92922, Waterlines Ahead of Street Paving FY 2025; and
Capital Improvements Project 92944, Storm Drainage with Broadway.
