Ordinance 2nd Reading - Right-of-Way: Consider Ordinance No. 2026-O0063, and related documents, abandoning and closing a portion of an alley located between Tract 1D2, Snow Davis Addition, and Lot 1, McGuire Addition, located in Section 44, Block AK, Lubbock County, south of 19th Street and west of Frankford Avenue.

On May 26, 2026, the City Council approved the first reading of the ordinance.

The City of Lubbock is in receipt of a request to abandon and close a portion of an alley between Cavender Audi Lubbock and St. John Neumann Catholic Church, located south of 19th Street and west of Frankford Avenue.

The total area of the alley being closed is 3,554 square feet, and a utility easement will be granted in place of the alley on the final plat. Based on adjacent land values, the Right-of-Way Department has valued the land at $4.00 per square foot, with a 50% discount for granting an easement. The total cost to the proponent is $7,108.

Cavender Real Estate of West Lubbock, LLC will be purchasing a portion of the St. John Neumann Catholic Church property to expand the existing Audi dealership with additional automobile parking. The closure of this portion of the alley will allow the proposed property to be one contiguous parcel.

All City departments and franchise utility companies are in agreement with the closure.
