West Lubbock has historically experienced lower water system pressures, due to the increase in elevation toward the west and lack of infrastructure in the area. To solve this issue, the City must create a new Pressure Zone (PZ), including a new pump station, a new ground storage tank and a new elevated storage tank, which will improve overall water service to existing customers and provide capacity for planned development. The new elevated storage tank will also provide an opportunity to optimize pump station efficiencies within the City of Lubbock, reducing operational costs, as well as providing reliable water pressure during power outages. On February 14, 2023, the City Council awarded Professional Services Agreement 16854 to Freese and Nichols Inc., for the West Lubbock Water System Expansion for design phase services. The contract in the amount of $1,775,295, was for a duration of 455 calendar days. On January 23, 2024, the City Council approved Amendment No. 1 to Professional Services Agreement 16854, in the amount of $1,397,276. Amendment No. 1 provided for the design of the West Lubbock elevated storage tank and the addition of bid phase services, extending the contract duration by 365 days. On August 12, 2025, the City Council approved Amendment No. 2 to Professional Services Agreement 16854 with Freese and Nichols Inc. This Amendment was for the first six (6) months for construction phase services on Pump Station 17 and a Ground Storage Tank in the amount of $603,092. On January 27th, 2026, the City council approved Amendment No. 3 to Professional Services Agreement 16854, with Freese and Nichols, Inc. The cost of the Amendment 3 is $1,405,386, with an additional eighteen (18) months of time, in order to provide construction phase services in relation to the construction of Pump Station 17 and its Ground Storage Tank for the West Lubbock Water System Expansion Project. Staff is now recommending award of Amendment No. 4 to Contract 16854, with Freese and Nichols, Inc., for $1,472,720 and an additional three (3) months, to provide Engineer of Record and construction phase services in relation to the construction phases of the Elevated Storage Tank and pump station distribution pipeline, for the West Lubbock Water System Expansion Project. |
