Resolution - Public Works, Paved Streets: Consider a resolution authorizing the Mayor to execute Contract 19530, with Lone Star Dirt & Paving, Ltd., for the Dunbar/Manhattan Heights Rebuild of portions of Redbud Avenue, north of the intersection of East 24th Street to the dead end, and Teak Avenue from Redbud Avenue to East 31st Street, to be utilized for the 2022 Street Bond Project.

Item Summary

An Invitation to Bid (ITB) was issued to rebuild portions of Redbud Avenue, north of the intersection of East 24th Street to the dead end, and Teak Avenue from Redbud Avenue to East 31st Street. Various depths of material will be removed and hauled to a Street Maintenance stack yard for later use on public rights-of-way. Soft areas in subgrade will be repaired, and a new asphalt-stabilized base with 2 inches of asphalt driving surface will be placed, along with new pavement markings. In response to ITB 26-19530-AE, a sole bid was received and opened on April 16, 2026, from the following vendor.   Contractor Amount Lone Star Dirt & Paving, Ltd., Lubbock, Texas $994,400 Staff recommends award of Contract 19530 to the sole bidder, Lone Star Dirt & Paving, Ltd., of Lubbock, Texas for $994,400. This contract is awarded by the unit price.  The total amount of the award is estimated based on proposed quantities and actual expenditures may be more or less depending on actual quantities.  The price per unit will not change.  This contract includes pay items to bring all water valve boxes and wastewater system manhole covers to flush grade, with the new pavement surface. The contract has a term of 50 consecutive calendar days from the Notice to Proceed and contains appropriate liquidated damages.

Fiscal Impact

Contract 19530, with Lone Star Dirt & Paving, Ltd., for $994,400.00, is funded in Capital Improvement Project 92817, Dunbar/Manhattan Heights Residential Rebuild-22B.
