Resolution - Engineering: Consider a resolution authorizing the Mayor to execute Professional Services Agreement, Contract 19710, and related documents, with Hugo Reed and Associates, Inc., for the 82nd Street and Martin Luther King, Jr. Boulevard Drainage Improvements Project, to include Water Design, Utility Coordination, and Permitting, to be utilized for the 2022 Street Bond Project.

Item Summary

On November 8, 2022, Lubbock voters approved issuance of a $200 million street improvements bond package. The funding will provide street improvements, including but not limited to sidewalks, utility line relocations and traffic signalization, necessary and related storm drainage facilities, and the acquisition of rights-of-way for the full-width dedication. On January 24, 2023, the City Council awarded Professional Services Agreement 17088 to Lockwood, Andrews & Newnam, Inc. for professional engineering and design services for the 82nd Street and Martin Luther King (MLK) Boulevard street improvements.  Scope included preparation of plans and technical specifications. Staff is now recommending award of Professional Services Agreement 19710, to Hugo Reed and Associates, Inc., after establishing them as qualified under Request for Qualifications (RFQ) 25-18527-TF, for a total amount not to exceed $543,444. The contract term is 12 months, to provide drainage analysis/design, including Playa 82, redesign of the waterline to conform with the current Master Water Plan, utility coordination, permitting, and bid phase services.

Fiscal Impact

Contract 19710 for $543,444, is funded in Capital Improvements Project 92825, 82nd Street and MLK Boulevard – 22B.
