Resolution - Public Works - Paved Streets: Consider a resolution authorizing the Mayor to execute Contract 19601 with Roadway Asset Services, LLC, for collecting pavement performance data used to rate the condition of City streets.

Item Summary

This project, using sophisticated roadway asset collection vehicles and pavement analysis tools for automated data collection, provides an assessment of the City streets as they are driven. Vehicles are equipped with high definition cameras and LCMS-2 (Laser Crack Measurement System) cameras to evaluate data that conform with American Society and Testing of Materials protocol, to provide a customized digital condition rating system, to collect user-defined severity/extent-based pavement distresses and rutting. The data collected will be used to calculate a Pavement Condition Index (PCI) score, between 0-100, that represents the condition of 100% of the driven lanes. Data collected will be imported into the City's existing enterprise asset management software for pavement maintenance.  This information will be used to assist in prioritizing street maintenance projects and will help determine the greatest needs.   Time of completion is 300 days with liquidated damages of $1,204.28 per day for each consecutive calendar day after completion specified above for completion of this project. Pavement management services with Roadway Asset Services, LLC, of Austin, Texas, are available through the Houston-Galveston Area Council (HGACBuy) Cooperative Purchasing Program Contract No. HP08-25.

Fiscal Impact

Contract 19601, with Roadway Asset Services, LLC, for $324,140.00, is funded in Capital Improvement Project 92870, Street Maintenance 2025.
