This contract is with West Texas Services, Inc. dba Tom's Tree Place for improvements to Roy Furr Pioneer Park. Improvements will include demolition of existing structures, site improvements including pedestrian right-of-way enhancements, installation of two dog parks, sand volleyball court, fitness and playground equipment, irrigation, landscaping, and utility work. The City of Lubbock Parks and Recreation Department issued a Request for Proposals (RFP) for Park Improvements at Roy Furr Pioneer Park. In response to RFP 22-16529-KM, two vendors submitted proposals. The proposals were evaluated using the following criteria: 60 Points for Price, 30 Points for Contractor Qualifications, and 10 Points for Construction Time. The maximum value was 100 points. After the proposals were evaluated, the following ranking was obtained:

Texas Local Government Code, Section 2269, requires the City to select the offerer that offers the best value based on the published selection criteria and on its ranking evaluation. In determining the best value, the City is not restricted to consider price alone, and considers other factors stated in the selection criteria. The City and its engineer or architect may discuss with the selected offerer options for a scope or time modification, and any price changes associated with the modification. Staff recommends award to the highest ranked proposer, West Texas Services, Inc. dba Tom's Tree Place of Lubbock, Texas, for $1,701,999, with 200 days for final completion. The North Overton Tax Increment Financing District Advisory Board voted to approve this contract at their July 14, 2022 Board meeting, and recommend approval by the City Council. The funding for this contract is provided from the North Overton District Tax Increment Financing Fund. |
