Consider a resolution approving the recommendation from the Cultural Arts Grant Review Committee and the Civic Lubbock Inc., Board of Directors for the 2022 Cultural Arts Grant Program using Hotel Occupancy Tax funds collected at the end of FY 2020-21.
Item Summary
Civic Lubbock Inc., (CLI) administers an allocation of Hotel Occupancy Tax that is used to underwrite local visual and performing arts programs. The Cultural Arts Grant Program is funded through a portion of the Hotel Occupancy Tax allocation and those funds are used in making grant awards to local non-profit organizations for the encouragement, promotion, improvement, and application of the arts and the promotion of tourism in the Lubbock community.
The total allocation paid to CLI for the 2022 program was $442,867.10, which represents 5.92120% of the hotel/motel tax collected at the end of FY 2020-2021. Of that allocation, the following amounts have been deducted: 10% or $44,286.71 for the Public Art Program; $40,000 for the 2022 Live Music Performance Grant Program for Hotels; and $15,600 for the 2022 Live Music at the Airport Program. This leaves $342,980.39 available for the 2022 Cultural Arts Grant Program. In addition, the interest of $282.49 from prior year funds; declined/unused grant funds of $13,445.00; and a carry-over of $ .21 from the 2021 grant program, provides a total of $356,708.09 available for this year's Cultural Arts Grants. CLI elected to absorb any administrative expense in administering this program.
A Grant Workshop was held on May 2, 2022, for first-time applicants wishing to apply for a Cultural Arts Grant. Twenty-nine applications were received by the June 1, 2022 deadline. The Cultural Arts Grant Review Committee and CLI Board have recommended full or partial funding for all twenty-nine applicants.
The CLI Board of Directors approved the grant award recommendations at their June 29, 2022 meeting. These recommendations are now being presented to City Council for approval. The CLI Board of Directors is requesting City Council approve $356,708.00 in grant awards for the 2022 Cultural Arts Grant Program. All applicants recommended for grant awards are in good standing with the City of Lubbock and CLI.
