Resolution - Facilities Management:
Consider a resolution authorizing the Mayor to execute Public Works Contract 16592, with West Texas Services, Inc. dba Tom’s Tree Place, for construction services related to the 14th Street Plaza and the East Green Project.
Item Summary
This contract is for General Contractor services and consultation during the construction phase of the project, as described in the construction documents. The project is located at 1214 14th Street and 1402 Avenue K, Lubbock, Lubbock County, Texas.
Proposals were received, opened and evaluated using the following criteria: Price (60 points), Contractor Qualifications (30 points) and Construction Time (10 points) for a total point value of 100 points. There were two evaluators, therefore a maximum total of 200 points and the following rank was obtained:

Pursuant to Texas Local Government Code, Section 2269.155 it requires the City first attempt to negotiate a contract with the highest-ranking offeror. The City and its architect or engineer may discuss with the selected offeror, options for a scope or time modification and any price change associated with the modification. If the City is unable to negotiate a satisfactory contract with the selected offeror, the governmental entity shall, formally and in writing, end negotiations with that offeror and proceed to the next offeror in the order of the selection ranking until a contract is reached or all proposals are rejected.
After negotiations and discussion with the highest ranking offeror, Staff and Evaluation Committee recommends contract award to Tom’s Tree Place of Lubbock, Texas for $944,500.00, with a construction duration of 210 days for final completion.
Fiscal Impact
$950,000 is appropriated in Capital Improvement Project NO.'s 92715 & 92716, 14th Street Plaza & East Green Projects, with $944,500.00 available for this purpose.
