Resolution - Community Development:
Consider a resolution approving the City of Lubbock Community Development Department 2023 - 2024 Annual Action Plan Draft, to be submitted to the U. S. Department of Housing and Urban Development.
Item Summary
The U.S. Department of Housing and Urban Development (HUD) requires the City of Lubbock, Community Development Department (CD) to submit an Annual Action Plan (AAP) that outlines the planned projects for the coming program year.
The Program Year (PY) 2023 - 2024 Annual Action Plan (AAP) is the document submitted to HUD, and it serves as the City’s application for, and proposed use of, the following grants: Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Solutions Grant (ESG).
In PY 2023, the City expects to receive $2,245,749 from the annual CDBG allocation for eligible programs. For the HOME program, the City expects to receive $1,163,287 from the annual allocation. For the ESG program, the City expects to receive $198,147.
Community Development & Services Board (CDSB) held a public hearing on May 17, 2023, followed by a 30-day comment period (May 18th - June 19th) for consideration of the AAP draft for citizen participation. No comments were received.
CDSB approved the plan draft on June 21, 2023, and recommends the plan be approved by the City Council. This plan is due to HUD no later than August 15, 2023.
Fiscal Impact
There is no fiscal impact on the General Fund.
