The meeting recessed at 12:03 p.m. and reconvened in Executive Session under the provisions of Section 551, Texas Government Code. City Council reconvened in open session at 1:29 p.m., and the meeting was called to order at 3:17 p.m.

Recognition of Mandela Washington Fellows
Mayor Mark McBrayer presented a special recognition and honorary city of Lubbock citizenships to the students participating in the Mandela Washington Fellowship for Young African Leaders Program at Texas Tech University. Michael Johnson, associate director of international grants administration and partnerships at Texas Tech University Office of International Affairs, gave comments on the importance of the Mandela Washington Fellowship Program and introduced the students.

Discuss Sewer Lateral Committee Recommendations and Policies
Wood Franklin, division director of public works, gave a presentation and answered questions from City Council. Jarrett Atkinson, city manager, gave comments and answered questions from City Council.
Discussion ensued among City Council over the Sewer Lateral Committee recommendations and policies.
There was a consensus among City Council that before making any changes to the ordinance, funding for the current capital improvement program would continue for the first three months of Fiscal Year 2024-2025, to allow for adequate public notice, awareness, and education regarding any changes to the ordinance. There was also a consensus for the creation of a financial assistance program.
The prevailing recommendation by City Council is for the city to return the financial responsibility to the property owner beginning January 1, 2025.
Other recommendations made by City Council for consideration included: establishing time limits for city assistance; creating an option for citizens to pay the cost of repairs over time; and a hybrid model where both the homeowner and the city would cover the cost of repairs.
Direction was given to the city manager to present options to administer a financial assistance program.
