Resolution - Aviation:
Consider a resolution authorizing the City Manager to execute a grant agreement between the City of Lubbock and the United States of America, by and through the Federal Aviation Administration, to fund certain expenses and activities at the Lubbock Preston Smith International Airport relating to operations, personnel, cleaning, sanitization, janitorial services, combating the spread of pathogens, and debt service payments, and related documents pursuant to the American Rescue Plan Act.

American Rescue Plan Act of 2021
, signed into law by the President on March 11, 2021, includes $8 billion in funds to be awarded as economic assistance to eligible U.S. airports to prevent, prepare for, and respond to the coronavirus disease 2019 (COVID-19) pandemic. The grant funds will be available until September 30, 2024.
Lubbock Preston Smith International Airport has been allocated $6,512,424. The allocation may be used for costs related to operations, personnel, cleaning, sanitization, janitorial services, combating the spread of pathogens at the airport, and debt service payments. Operational expenses are defined as those expenses necessary to operate, maintain, and manage an airport. They include expenses such as payroll, utilities, service contracts, and items generally having a limited useful life, including personnel protective equipment and cleaning supplies.
