Resolution - Police: Consider a resolution authorizing the Mayor to execute Purchase Order No.13800006, with Lenco Industries, Inc., for the purchase of a Lenco BearCat G3, for the Police Department.

Item Summary

The Lubbock Police Department SWAT team is requesting the funds to purchase a Lenco BearCat G3 4-door armored vehicle. The SWAT team has had a Lenco BEAR (the full sized version of this armored vehicle) for over thirteen years. It has performed very well even when involved in incidents where it was shot at multiple times protecting the officers inside as, until this last year, and has protected the swat team on many operations the ability to use the bear to breach doors and make verbal contact with barricaded subjects has proven invaluable over the years. The mere presence of the bear tends to bring situations peacefully under control in the vast majority of times.    The Lenco BearCat is an updated frame and design and is available with certain capabilities that the bear does not have. The BearCat is able to insert gas from the hydraulic ram. This enables us to insert chemical agents without exposing any of our officers to do it. The hydraulic ram has many useful improvements to assist with safety while conducting the high risk functions of the SWAT team. Additionally, the BearCat is outfitted with a “RAMCAM” which can also be used to breach into a structure as described above and then allows us to have a camera/ visual immediately inside. We have attempted to retrofit the bear with these options but Lenco will not do that and will no longer fulfill the 10-year warranty, each time we’ve had to replace the glass on the bear it is a custom order and is getting more expensive each time. The Lenco BearCat armored tactical vehicles are the most widely trusted SWAT vehicles in North America. Lenco vehicles are in use by over 700 U.S. Federal, State and local tactical teams to respond to active shooter scenarios, barricaded suspects, response and rescue, and high-risk warrants. Simply put, the BearCat is the standard in the industry for Law Enforcement Armored Response and Rescue vehicles, including our Police and Government. Lenco is a sole source provider.
