Resolution - Water Utilities: Consider a resolution authorizing the Mayor to execute Contract 16460, with Provine Helicopter Service, Inc., for brush control management in the Lake Alan Henry Watershed.

Item Summary

Lubbock owns and operates Lake Alan Henry which provides the City with approximately 20% of its annual water supply. Saltcedar and mesquite consume a large amount of water along the banks and tributaries to the Lake that might otherwise be impounded and subsequently used as part of the City’s water supply. As a result of the negative impact saltcedar can have on the watershed area, the City initiated a brush control program to manage the saltcedar in 2013. The City later included mesquite, another high water use invasive species, within the Lake's watershed.

A request for proposals was advertised and closed on May 19, 2022. Provine Helicopter submitted the sole proposal. This contract allows Provine Helicopters to provide herbicidal treatment of saltcedar and mesquite on the South Fork of the Double Mountain Fork of the Brazos River upstream of Lake Alan Henry. Staff recommends awarding this contract to the sole offeror, Provine Helicopter Service, Inc. of Greenwood, Mississippi for aerial application of the saltcedar herbicide at $120.00 per acre and for the aerial application of mesquite herbicide at $73.00 per acre. The contract is awarded based on a unit price per acre. Actual expenses may be more or less depending on the areas covered. The term of the contract is for five years.

Fiscal Impact

A total of $50,000 is available in the FY2021-2022 Water/Wastewater Operating Budget for this purpose.
