Resolution - Public Works Streets: Consider a resolution authorizing the Mayor to execute Contract 16655, with Ti-Zack Concrete Inc., for rebuilding portions of Mac Davis Lane and Avenue X in the North Overton area.

Item Summary

This project will rebuild Mac Davis Lane from Avenue X to University Avenue and Avenue X from Main Street to Marsha Sharp Freeway.  The existing roadway has a two inch asphalt surface and a six inch compacted caliche base and is failing because of very heavy traffic including bus routes and delivery truck traffic.  This project will mill out eight inches of existing material and rebuild with eight inches of reinforced concrete paving.  Details of the concrete paving and reinforcement specifications are called out in the City of Lubbock Minimum Design Standards for collector street concrete paving. Bids were received and opened on July 20, 2022 from the following vendors: Ti-Zack Concrete Inc. of Le Center Minnesota with a total estimated cost of $1,249,680. Allen Butler Construction Inc. of Lubbock, TX with a total estimated cost of $1,998,745. West Texas Paving Inc. of Wolfforth, TX with a total estimated cost of $1,534,600.   The contract is awarded by the unit price.  The total amount of the award is estimated based on proposed quantities and actual expenditures may be more or less depending on actual quantities.  The price per unit will not change.  The contract has a term of 110 calendar days from the Notice to Proceed and contains appropriate liquidated damages.   Staff recommends award of this contract to Ti-Zack Concrete Inc., Le Center, Minnesota for the estimated cost of $1,249,680.

Fiscal Impact

Appropriate funding for this project has been established in the 2021/2022 Capital Improvement Project budget 92704.
