The City requested proposals from temporary employment agencies for the use of professional, clerical, trades, and medical temporary employee services. Temporary employees are used in vacancies that are unable to fill and in other instances are used on a planned basis for short-term or seasonal operational requirements. The contract term is for one year with the option to renew for four years. Evaluation criteria published in the Request for Proposal (RFP) for Professional and Clerical personnel were ranked based on the following: standard agency procedures including background/criminal history checks, pre-placement and annual driver's license checks, etc. 55%; agency staffing capabilities including testing procedures, methodology used to supply qualified personnel after notification of need (history checks, drug testing, etc.), and reference checks on the vendor, 25%; cost (hourly rate, three to five-year price guarantee, billing procedures, markups for overtime pay and the right to request a temporary employee for a position that is not included in the contract) 20%. The City uses an average of 25 to 35 Professional and Clerical temporary workers per year. Each professional or clerical worker requested work from a few days to several months, where the majority of requests are two to six weeks in duration. The City also utilizes these 150 - 225 trades temporary workers per year. The majority of these workers are utilized during the summer months as seasonal workers and work from about the middle of May through the middle of September.
