2022 Citizens Advisory Committee Recommendation regarding Street and Roadway Construction and Repair Needs. Jarrett Atkinson, city manager, introduced the item, gave comments, and answered questions from City Council. Heather Keister, chair of the Citizens Advisory Committee, gave a presentation on the Committee's recommendations regarding street and roadway construction and repair needs and answered questions from City Council. Topics discussed included: the Committee's charge and objectives; data collection; pavement condition within the city of Lubbock; current street maintenance projects; the thoroughfare plan; current capital improvement projects; unpaved roads; Lubbock County and Texas Department of Transportation projects; and the Committee's recommendations which included the following: a November 2022 bond election featuring a single proposition with $200 million for recommended roadway projects, the formation of a privately funded political action committee that would promote the bond proposition, increasing cash appropriations for street maintenance projects, proceeding with utility relocations along Broadway, and proceeding with the development and adoption of a design for Broadway in accordance with the City of Lubbock Code of Ordinances. Mr. Atkinson, Blu Kostelich, chief financial officer; and Wood Franklin, division director of public works, gave comments and answered questions from City Council. City Council gave direction to staff to provide information regarding the cost of each proposed project; the design of each proposed project; a list of neighborhood streets that are included in the proposed bond proposition; and a list of projects that the Committee recognized as necessary, but did not make the list of projects included in the proposed bond proposition. |

Presentation and discussion of the Proposed FY 2022-23 Operating Budget and Capital Program, and discuss all funds of the City, including but not limited to General Fund, Debt Service Fund, Internal Services, Enterprise Funds, Special Revenue Funds, Component Units, Related Entities, Debt and Debt Obligations, Capital Improvement Program, and related and associated items; and take action to direct the City Manager to make changes to said Budget. Jarrett Atkinson, city manager, gave a presentation on the proposed FY 2022-23 Operating Budget and Capital Program and answered questions from City Council. Discussion included, but was not limited to, Enterprise Funds (including Lubbock Preston Smith International Airport, Cemetery, Civic Center, Lake Alan Henry, Storm Water, Transit, and Water/Wastewater); Internal Services (including Fleet Services, Health Benefits, Information Technology [consisting of: Information Technology, GIS & Data Services, Telecom, and Radio Shop], Investment Pool, Print Shop, Risk Management, and Warehouse); Major Special Revenue Funds (including Central Business District TIF, Lubbock Business Park TIF, North Overton TIF, Community Development, Economic Development, Gateway Streets, and Hotel Occupancy Tax Funds); and Non-Major Special Revenue Funds. Colby VanGundy, director of parks and recreation; Chris Mandrell, general manager of Citibus; Wood Franklin, division director of public works; and Bill Howerton, deputy city manager, gave comments and answered questions from City Council. John Osborne, president and chief executive officer for Lubbock Economic Development Alliance (LEDA) and Market Lubbock, Inc., gave a presentation on the proposed FY 2022-23 Operating Budget for LEDA, Market Lubbock, Inc., Visit Lubbock, and the Lubbock Sports Authority and answered questions from City Council. Lindley Herring, treasurer of the Civic Lubbock, Inc. Board of Directors, gave a presentation on the proposed FY 2022-23 Operating Budget for Civic Lubbock, Inc. and answered questions from City Council. Jana Johnston, chief financial officer/chief operating officer for LEDA; and Vicki Key, projects coordinator for Civic Lubbock, Inc., gave comments and answered questions from City Council. Discussion ensued among City Council regarding the presentation, requests for additional information on various topics, and further direction to the city manager, as it relates to the budget. |
