In May 2022, the City Council approved $7,000,000 of American Rescue Plan Act (ARPA) funding for the Parks and Recreation Department, with $1,900,000 dedicated to cattail removal/dredging. In conjunction with the cattail management plan and mitigation, the Parks and Recreation Department will utilize this funding for tree and brush clearing along the banks of the Jim Bertram Canyon Lake System. The Parks and Recreation Department staff has an estimated 220,817 square-feet of parkland within the Jim Bertram Canyon Lake System, with nuisance vegetation and overgrown trees along the stream banks that hinder users from having a pleasant view of the lake system. These areas include: Vaquero Lake #4, Aztlan Corridor, Mackenzie Park North and South, Mae Simmons Park, Dunbar Lake #6, and the underdeveloped lake system west of the American Windmill Museum. Each location has varying tree removal and maintenance needs, in preparation for future projects. The areas of most concern fall into the 100-year and 500-year floodway, making it of high importance to clean up stream banks, to allow for better storm water flow. The contractor will utilize necessary equipment to chip the removed tree debris, in order to make disposal of material more efficient. The contractor will transport all chipped mulch material to a City of Lubbock site located at 1912 Erskine Street, for use as ground cover, erosion control, and weed suppression. Any unusable plant debris will be hauled to the City of Lubbock Solid Waste Facility, for disposal by the contractor. In response to Invitation to Bid (ITB) 23-17397-DH, 2 vendors submitted bids. Therefore, staff recommends awarding the contract to the second bidder, Gorman Outdoor, Inc. of Shallowater, Texas,for $631,919.65. The proposed timeline for this contract will be 18 months from award of this contract, with the option of one, 6-month extension. |
