In FY 2022-23 the City Council approved American Rescue Plan Act (ARPA) Funding in the amount of $5,144,259 for aquatic facilities. On July 25, 2023, Mayor Pro Tem Patterson Harris, Councilmember Martinez-Garcia and Councilmember McBrayer recommended a Budget Amendment in the amount of $2,178,055 for aquatic facilities. Pending the approval of the second reading of Budget Amendment 26 on the agenda today, the total amount of $7,322,314 will be dedicated to fund (3) new splash pads, (2) new playgrounds and site amenities. Mae Simmons, Maxey and Montelongo Pools were closed in FY 2022-23 because they were beyond repair, due to age and wear. A decision was made to replace these pools with splash pads, based on information gathered through public surveys and the approved Parks, Recreation and Open Spaces Master Plan. In October 2022, Parks and Recreation Staff contacted Kraftsman Commercial Playgrounds & Water Parks to provide quotes for design and installation of the splash pads and new playgrounds at Mae Simmons Park and Rodgers Park and a new splash pad at Maxey Park. The purchases will be made through BuyBoard Contract 679-22. BuyBoard is a local Government Purchasing Cooperative created to increase the purchasing power of government entities and to simplify their purchasing by using a customized online purchasing system. Its purpose is to obtain the benefits and efficiencies that can accrue to members. Purchase Orders (PO) with Kraftsman Commercial Playgrounds & Water Parks are:

PO 10026616 for $1,477,876.00, for Maxey Park; and
PO 10026617 for $2,132,740.50, for Rodgers Park.
The total of the (3) Purchase Orders with Kraftsman Commercial Playgrounds & Water Parks, of Spring, Texas, will be $5,700,000. Demo and site work is estimated in the amount of $559,900, restroom repair and replacement budgeted at $450,000, landscaping and utilities totaling $315,000, and contingency in the amount of $297,413 brings the estimated total project cost to $7,322,314. Preliminary schedule has construction beginning in Fall of 2023, with completion and opening in Summer of 2024. |
