Consider a resolution authorizing the Mayor to execute Professional Services Contract 17246, by and between the City of Lubbock and Freese and Nichols, Inc., for the Federal Emergency Management Agency (FEMA) Restudy - System B.
Item Summary
The City of Lubbock participates in the Federal Emergency Management Association’s (FEMA) Flood Insurance Program that gives the citizens of Lubbock an opportunity to carry flood insurance on their homes and businesses at the lowest possible rates. FEMA periodically studies those cities that participate in the flood insurance program to determine special flood hazard areas that are subject to inundation by the 100-year, 24-hour storm event with existing development conditions. The current Flood Insurance Rate Maps (FIRM) for the City of Lubbock, became effective in September 2007, January 2013, and February 2017.
The City of Lubbock has reviewed the current maps, and has concluded a more extensive study of System B areas is needed. A major storm sewer system has been constructed and is now operational along a major portion of System B, which is contained primarily between Marshall Street to 4th Street, and Frankford Avenue to Quaker Avenue. After soliciting Statements of Qualifications from firms interested in providing consulting services to conduct a restudy of System B, the City received qualifications from the firms listed below.
In Response to a Request for Qualifications (RFQ) 23-17246-MA, two firms submitted qualifications, and were evaluated and ranked, based on the following criteria: Project Team Organization and Qualifications - 30 Points, Experience on Similar Projects - 30 points, Project Approach - 30 Points, and Overall Responsiveness to the RFQ - 10 points.

Staff recommends award of this contract to the highest ranked firm, Freese and Nichols, Inc. of Fort Worth Texas, for $450,110.
This contract is based upon fair and reasonable hourly rates agreed, for a total amount not to exceed $450,110, with a contract time of 18 months.
Fiscal Impact
This Professional Services Agreement for $450,110, is funded in Capital Improvements Project 8677, FEMA Restudy – System B.
