Hear and discuss presentations regarding the following and provide guidance to staff as appropriate.

Communications and Marketing - Proposed City of Lubbock Logo and Branding Program

Lacey Nobles, communications & marketing manager, gave a presentation on the proposed City of Lubbock logo and branding program and answered questions from City Council. Jarrett Atkinson, city manager, gave comments and answered questions from City Council.

Presentation and discussion of the Proposed FY 2023-24 Operating Budget and Capital Program, and discuss all funds of the City, including but not limited to General Fund, Debt Service Fund, Internal Services, Enterprise Funds, Special Revenue Funds, Component Units, Related Entities, Debt and Debt Obligations, Capital Improvement Program, current and proposed American Rescue Plan Act Funds and uses, and related and associated items; and take action to direct the City Manager to make changes to said Budget.

Jarrett Atkinson, city manager, gave comments on the Proposed FY 2023-24 Operating Budget and Capital Program and answered questions from City Council. Topics discussed included: an update on the cost of living adjustment for non-civil service employees, per City Council's request, for the proposed increase from 3.75% to 4% and where the funds will come from; and updates for fire station 20 and corresponding changes needed to the proposed budget.

At the completion of the Work Session, City Council recesses into Executive Session.

Executive Session

The meeting recessed at 1:05 p.m. and reconvened in Executive Session under the provisions of Section 551, Texas Government Code. City Council reconvened in open session at 2:02 p.m., and the meeting was called to order at 2:05 p.m.

Resolution - Right-of-Way: Resolution No. 2023-R0396 authorizing the Mayor to accept, for and on behalf of the City of Lubbock, one Street Dedication Deed, in connection with certain real property located in the Southeast 1/4 of Section 6, Block A, Lubbock County, Texas, to be utilized for the Erskine Street Roadway Project.

Resolution - Right-of-Way: Resolution No. 2023-R0397 authorizing the Mayor to accept, for and on behalf of the City of Lubbock, one Street Dedication Deed, one Drainage Easement, and one Right-of-Way Deed, in connection with certain real property located in Section 7, Block JS, Lubbock County, Texas, to be utilized for the Erskine Street Roadway Project.

Resolution - Right-of-Way: Resolution No. 2023-R0398 authorizing the Mayor to accept, for and on behalf of the City of Lubbock, a Dedication Deed, in connection with certain real property located in Tract “A-1”, a replat of Tract “A”, Animal Shelter Addition to the City of Lubbock, Lubbock County, Texas, to be utilized for street, curb, gutter, sidewalk, drainage right-of-way, public utilities, and other public purposes.

Resolution - Public Health Services: Resolution No. 2023-R0402 authorizing the Mayor to execute Amendment No. 2 to the Department of State Health Services (DSHS) Contract No. HHS001019500024, and all related documents, under the Vaccination Capacity Grant Program, by and between the City of Lubbock and the State of Texas, acting by and through DSHS.

Resolution - Public Health Services: Resolution No. 2023-R0403 authorizing the Mayor to execute Amendment No. 2 to the Department of State Health Services (DSHS) Contract No. HHS001083000001, and all related documents, by and between the City of Lubbock and the State of Texas, acting by and through DSHS, for activities to establish, expand, train, and sustain the public health workforce, in alignment with the Public Health Crisis Response Cooperative Agreement for Emergency Response (Funding Opportunity Number CDC-RFA-TP18-1802) from the Centers of Disease Control and Prevention (CDC).

Resolution - Public Health Services: Resolution No. 2023-R0404 authorizing the Mayor to execute Federal Demonstration Partnership (FDP) Cost Reimbursement Subaward Agreement UTAUS-SUB00001039, and all related documents, by and between the City of Lubbock and the University of Texas at Austin, under the Health and Human Services Commission Substance Abuse Innovative Healing Centered Projects (IHCP) Grant Program.

Resolution - Community Development: Resolution No. 2023-R0405 authorizing the Mayor to execute Amendment No. 3 to Community Development Funding Contract 16001, and all related documents, with YWCA of Lubbock, to provide Childcare Assistance to qualified low-to-moderate income persons and families who have been affected by COVID-19, through the Community Development Block Grant Coronavirus Relief and Economic Security Act CARES (CDBG / CARES) administered by the U.S. Department of Housing & Urban Development (HUD).

Resolution - Aviation: Resolution No. 2023-R0407 authorizing the Mayor to execute Amendment No. 13 to Contract 15200, by and between the City of Lubbock and RS&H, for Local Breaker Backup Electrical Grounding and Emergency Generator Upgrade Construction Administration, and Resident Project Representative Services, at the Lubbock Preston Smith International Airport.

Resolution - Aviation: Resolution No. 2023-R0408 authorizing the Mayor to execute Contract 17341, with ACME Electric Company, for the Local Breaker Backup Electrical Grounding and Generator Upgrades Project at the Lubbock Preston Smith International Airport.

Resolution - Aviation: Resolution No. 2023-R0409 authorizing the City Manager, or his designee, to execute Federal Aviation Administration Airport Terminal Program Grant Agreement 3-48-0138-057-2023, by and between the City of Lubbock and the United States of America, acting through the Federal Aviation Administration, in connection with the Lubbock Preston Smith International Airport Terminal Electrical System Renovation.

Resolution - Public Transit Services: Consider a resolution authorizing the Mayor to execute a Transit System Management Contract, and all related documents, by and between the City of Lubbock and RATP Dev USA, Inc., to manage and operate the public transportation system owned by the City of Lubbock.

Resolution - City Manager: Resolution No. 2023-R0415 authorizing the Mayor to execute Amendment No. 1 replacing Article II-Scope of Services, to the American Rescue Plan Act (ARPA) Funding Agreement, by and between the City of Lubbock and StarCare Specialty Health System, for the Construction of Infrastructure to serve as a Center for Behavioral Health Crisis.

Jarrett Atkinson, city manager, introduced Council Member Latrelle Joy, City Council representative, and Beth Lawson, with StarCare Specialty Health System, as members of the steering committee. Mr. Atkinson gave a presentation and answered questions from City Council. Topics discussed included: a timeline for the construction of the Behavioral Health Crisis Center, which is set to open in April 2025; a site plan; a conceptual floor plan; and funding for the project.

Public Hearing - Finance: Ordinance No. 2023-O0104, approving the proposed 2023 Assessment Rate for the Willow Bend Villas Public Improvement District (PID), reviewing classifications for the methods of assessing special benefits for the services and improvements of property in the Willow Bend Villas PID; approving, adopting, and filing with the City Secretary the assessment roll; levying 2023 assessments for the cost of certain services and improvements to be provided in the district during FY 2023-24; fixing charges and liens against the property in the district and against the owners thereof; and providing for the collection of the assessment.
