Presentation and discussion of the Proposed FY 2023-24 Operating Budget and Capital Program, and discuss all funds of the City, including but not limited to General Fund, Debt Service Fund, Internal Services, Enterprise Funds, Special Revenue Funds, Component Units, Related Entities, Debt and Debt Obligations, Capital Improvement Program, current and proposed American Rescue Plan Act Funds and uses, and related and associated items; and take action to direct the City Manager to make changes to said Budget. Jarrett Atkinson, city manager, gave a presentation on the Proposed FY 2023-24 Operating Budget and Capital Program and answered questions from City Council. Topics discussed included: updates to the proposed property tax rate, sales tax, property tax rates and sales tax revenue as compared to other cities in Texas, the effects on the budget for a 3.75% cost of living adjustment for non-civil service employees, unpaved roads summary, and the proposed addition of an animal services position, the addition of a code enforcement officer position, and the addition of a public health disease intervention specialist position. City Council gave direction to the city manager to review and report back on increasing the cost of living adjustment for non-civil service employees to 4%. |
