This agreement with Fehr & Peers provides high quality planning-related consulting services for Citibus, the City of Lubbock’s public transportation system. These services require resources exceeding Citibus available staff and technical resources. In accordance with the contract for On-Call Planning Services the consultant will provide services for each category of planning services outlined below. The planning consultant will work with Citibus staff or other consultants on projects as needed. The consultants are able to coordinate the following services: • Short and Mid-term planning to update, modify, and create plans for near and midterm projects; • Technology planning and development to incorporate data and information into existing system; • Capital project planning to update and create financial plans for capital enhancement improvements including shelters, transit maintenance and operations facilities, vehicles and other capital assets; • Scheduling and run-cutting for existing and future services; • Survey work and analysis such as on-board surveys, origin-destination analysis, customer satisfaction and ridership data; • Compliance Planning and analysis such as Title VI, Safety Management System, National Transit Database, Disadvantaged Business Enterprise and other Federal or State required reporting documents; • Transit Service planning for large-scale citywide efforts as well as smaller neighborhood-scale service improvements, including visioning, outreach, modeling, service planning and implementation strategies; • Safety and security planning to include the development of required safety planning documents; and • Grant application development for potential discretionary grant opportunities. This is not an all-inclusive list, and the consultant may be asked to work on other projects as needed. The agreement will be a task order contract with an obligation for service based on the issuance of a specific Task Order(s). Citibus is not obligated for services until a Task Order is issued and executed. Citibus does not guarantee a minimum annual level of compensation to the awarded firm, and there is no minimum or maximum number of Task Orders to be issued. The On-Call Planning Contract will be a negotiated instrument and is an umbrella contract that does not designate specific projects or tasks of services. The contract establishes a relationship, specifying terms and conditions of employment, as well as establishing negotiated hourly rates for different professional, technical and administrative classifications of personnel proposed to be available for performance of work. The services may not be on a constant, continuous basis, but rather on an as-needed, on-call basis, during the term of the Contract. The Contractor will provide services pursuant to each negotiated task order. Each task order may vary in its size and scope and may entail providing a single support staff perform for limited durations. The City of Lubbock issued a request for qualifications, RFQ 22-16563-KM, for consulting services for On-Call Planning Consultant Services. Three (3) consultant groups submitted proposals.

The proposals were evaluated according to the following criteria: 30 points for Project Team Organization and Qualifications, 30 points for Experience on Similar Projects, 30 points for Project Approach, and 10 points for Overall Responsiveness to the RFQ. The Evaluation Committee is recommending Fehr & Peers, the highest ranked proposer, be awarded the contract for On-Call Planning Consultant Services. The term of this agreement commences on the effective date and continues without interruption for a term of 5 years. |
