Lubbock Economic Development Alliance, Inc. is the owner of the tract of land containing approximately 411 acres north of East 4th Street and east of East Loop 289, located in Section 4, Block A, in Lubbock County.  On August 22, 2023, the City Council approved a resolution adopting the Municipal Service Plan, which was agreed upon by the City of Lubbock and the property owner, based on the original petition to annex 106 acres. Amendment No. 1 to the Municipal Service Plan will update the acreage referenced in the Plan to 411 acres.
