Resolution - Water Utilities:
Consider a resolution authorizing the Mayor to execute an Interlocal Wholesale Wastewater Contract with Lubbock Cooper Independent School District, for continued wastewater services to its Woodrow Campus located outside the city limits.
Item Summary
On June 1, 2006, the City of Lubbock executed a 10-year contract with Lubbock Cooper Independent School District (ISD), to provide wholesale wastewater services to the Woodrow Campus located outside the city limits. The original contract provided that Lubbock Cooper ISD would pay the same commercial wastewater rates as other entities within the city limits as may be amended from time to time.
On December 15, 2016, the City adopted Section 22.04.041(e-f) of the City of Lubbock Code of Ordinances, that only permits the City to provide wholesale wastewater outside the city limits to federal, state, and local governmental entities including political subdivisions. The new ordinance also sets the wholesale wastewater volume rate at 1.27 times the amount paid by commercial customers located within the city limits. This multiplier was developed by a rate consultant based on a wastewater cost of service evaluation.
On October 9, 2018, a subsequent 5-year contract with Lubbock Cooper ISD was executed to continue providing wastewater services to the Woodrow Campus. This contract referenced the wholesale wastewater volume rates set by the City Council in Section 22.04.041(f) of the City of Lubbock Code of Ordinances.
This new 5-year wholesale wastewater contract with Lubbock Cooper ISD includes similar terms to past contracts.
The Lubbock Cooper ISD Woodrow Campus discharged 5.6 million gallons of wastewater into the City’s collection system in FY 2021-22. The City treated a total of 7.3 billion gallons of wastewater during that same time period. The amount of wastewater that Cooper ISD discharged into the City’s system in FY 2021-22 represents less than 0.1% of Lubbock total treated wastewater.
Fiscal Impact
This contract will provide approximately $35,000 each year in revenue to the Water/Wastewater Enterprise Fund.
