Resolution - Wastewater Utility:
Consider a resolution authorizing the Mayor to execute Contract 17504, with Massey Irrigation, for maintenance and repair of center pivot systems at the Lubbock Land Application and the Hancock Land Application Sites.
Item Summary
Center pivot systems are used on a continual daily basis at the Lubbock Land Application and Hancock Land Application sites for the application of treated wastewater effluent. The Lubbock Land Application Site has twenty-six (26) center pivots and the Hancock Land Application Site has twenty-two (22) center pivots. Treated effluent is applied onto agriculture crops in accordance with the City’s wastewater discharge permit granted by Texas Commission on Environmental Quality. The Permit requires the City to maintain a specific water and nitrogen balance at the land application sites, to avoid the build-up of potential chemicals of concern. Center pivots must be kept in optimal working condition to meet these permit requirements.
Invitation to Bid (ITB) 23-17504-YB was issued for the maintenance and repair of center pivot systems at the Lubbock and Hancock Land Application Sites. A sole vendor responded to this ITB with a bid of $642.50 per service call, per the attached Bid Tab.
Staff recommends that Contract 17504 be awarded to the sole bidder Massey Irrigation of Lubbock, Texas, for approximately $642.50 per service call.
This is a one-year unit price contract for the maintenance and repair of these center pivot systems. The contract includes an option for up to 2 additional one-year extensions. All stated annual quantities are approximations of usage during the time period to be covered by pricing established by this bid. Actual usage may be more or less. Order quantities will be determined by actual need. The City of Lubbock does not guarantee any specific amount of compensation, volume, minimum, or maximum amount of services under this bid and resulting contract.
Fiscal Impact
The department anticipates that the cost of maintenance and repair of the center pivot systems will exceed $50,000 for the year, but the exact cost is unknown since actual usage may vary, according to the charges on the attached Bid Tab Sheet. The cost is appropriated in the Wastewater Operating Budget.
