BACKGROUND

This resolution is the initial resolution for allowing the City of Oshkosh (City) to assess abutting property owners for improvements to be completed during the reconstruction of West 15th Avenue, from Ohio Street to Oregon Street. The assessable work may include sidewalk (new and rehabilitation), driveway aprons, sanitary sewer mains and laterals (new and relay), storm sewer mains and laterals (new and relay), and water mains and laterals (new and relay). Sidewalk and driveway assessments will only be generated if/when sidewalk or driveway are to be installed as new or if a property owner requests additional work, outside the scope of work planned by the City.

ANALYSIS

The resolution allows City staff to proceed with preparing assessments for the abutting properties. A public hearing needs to be held and a final resolution needs to be approved by the Council prior the assessments being levied on the properties.

FISCAL IMPACT

Assessments allow the City to recover a portion of the costs associated with projects from benefiting properties. Funding for the project is included in the 2025 Capital Improvement Program in the Street, Storm Sewer, Sanitary Sewer, Water Main, Sidewalk, and Traffic Improvement sections (Account #03210410-6801-04507/Contract Control-Paving-25-07 W 15th Ave Reconstruction, #03210410-6804-04507/Contract Control-Storm Sewer-25-07 W 15th Ave Reconstruction, #03210410-6802-04507/Contract Control-Sanitary Sewer-25-07 W 15th Ave Reconstruction, #03210401-6803-04507/Contract Control-Water Main-25-07 W 15th Ave Reconstruction, #03210410-6806-04507/Contract Control-Sidewalk-25-07 W 15th Ave Reconstruction, and #03210410-6809-04507/Contract Control-Traffic-25-07 W 15th Ave Reconstruction).

RECOMMENDATION

I recommend approval of the initial resolution.
