Professional Services Agreement with Performance Elevator Consulting, LLC for Elevator Modernization Consulting for the Oshkosh Public Library and Oshkosh Public Museum ($33,368)

BACKGROUND

Performance Elevator Consulting (PEC)’s elevator assessment report recommends the three elevators at the Public Library (circa 1994) and the elevator at the Public Museum (circa 1983) receive a full modernization to update their mechanicals/controls and bring them up to current code requirements. Between the 2024 CIP ($115,000) and a placeholder in the 2025 CIP ($650,000) there will be an allocation of $800,000 for these modernizations. At their September 24, 2024, meeting, the Common Council allocated $35,000 in American Rescue Act (ARPA) funds to begin the consulting services necessary for this project, which will include bid specifications and construction management. The city expects to realize contractor savings by incorporating all four elevator modernizations into one bid package.

ANALYSIS

PEC has submitted a proposal of $33,368 for these services for this project. The project is expected to be bid out and awarded by early 2025.

FISCAL IMPACT

The total cost of PEC’s services for this project is $33,368. A total of $800,000 will be allocated for this project which will include PEC’s services and the future contractor bid. PEC’s design services will be charged to A/N#: 02240130 6404 15463 (Consulting Studies- ARPA Elevator Design Work).

RECOMMENDATION

Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including architectural services, may be procured without the use of competitive bidding or quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this professional services proposal.
