Professional Services Agreement with STR-SEG for the Roof Replacement Survey for General Services ($29,850)

BACKGROUND

STR-SEG provides roof consulting services to the city. These services include bid specifications and construction management for roof replacement projects and roof replacement surveys of our municipal buildings approximately every 5–7 years. At their September 24, 2024, meeting, the Common Council allocated a total of $50,000 in American Rescue Act (ARPA) funds for consulting services for roof replacements at Fire Stations 17 & 19 as well as to conduct an updated roof replacement survey of our municipal buildings. The survey evaluates each roof’s conditions and provides maintenance and replacement cost estimates with recommended priorities. STR-SEG has already been engaged for design services for roof replacements at Fire Stations 17 & 19 for $13,200. The purpose of this memo is to report the engagement of STR-SEG for the roof replacement survey.

ANALYSIS

STR-SEG submitted a proposal of $29,850 for the roof replacement survey. The survey work will start in 2024 and be completed in early 2025.

FISCAL IMPACT

The Common Council allocated a total of $50,000 in American Rescue Act (ARPA) funds for consulting services for roof replacements at Fire Stations 17 & 19 as well as to conduct an updated roof replacement survey of our municipal buildings. STR-SEG was engaged to provide roof replacement services for Fire Stations 17 & 19 for $13,200. STR-SEG was engaged for $29,850 to conduct the roof replacement survey. STR-SEG’s services will be charged to A/N#: 02240130 6404 15462 (Consulting Studies- ARPA OFD 17 & 19 Roof Replacement).

RECOMMENDATION

Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including architectural services, may be procured without the use of competitive bidding or quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this professional services proposal.
