Res 24-562 Approve Professional Services Agreement with Saiki Design, Inc. for Landscape Architecture Services for Lake Shore Drive Reimagination Related to the Water Filtration Plant Clearwells Replacement Project ($172,170)
BACKGROUND
As the Common Council is aware, the City must replace its current underground treated drinking water storage tanks (clearwells) with at-grade structures in compliance with the current regulatory requirements of the State of Wisconsin Administration Code Section NR 811. The State of Wisconsin Department of Natural Resources (WDNR) has identified the current clearwells as a deficiency since 2007. Staff have continued to work closely with WDNR staff since the initial deficiency was noted.
The Common Council provided direction to staff to proceed with the redesign of the new at-grade structures as cast-in-place concrete rectangular tanks at their September 13, 2022 meeting. At their February 14, 2023 meeting, the Common Council approved the creation of an Ad Hoc Committee to Solicit Input on the City’s Clearwell Replacement Project Aesthetic Features (Ad Hoc Committee).
There was significant discussion regarding landscaping in various areas in and around the Water Filtration Plant site. On the site, and immediately adjacent to the site in the street right-of-ways, care needs to be taken to avoid buried infrastructure. In other areas, the Ad Hoc Committee recommended the City retain the services of a Landscape Architect to design the landscaping, with recommendations to incorporate native vegetation species and to tie the landscaping into overall design components extending into Menominee Park.
At the September 26, 2023 meeting, the Common Council provided direction to staff with regards to the clearwell and pump station building façade. The Common Council further provided direction that the Department of Public Works (Department) shall engage the services of a Landscape Architecture firm to assist with the reimagination of Lake Shore Drive. This direction was given to staff with the understanding that the design and bidding of the storage tanks and pump station buildings needed to move at a faster pace due to the Corrective Action Plan that the City is currently operating under with the WDNR.
The Department has chosen Saiki Design, Inc. (Saiki) out of Madison to perform the services related to the reimagination concepts, design, and bidding services for construction of the Lake Shore Drive right-of-way and greenspace area adjacent to Lake Shore Drive and Lake Winnebago. In addition to the reimagination of Lake Shore Drive and the strip of land between Lake Shore Drive and Lake Winnebago, Saiki will take a comprehensive look at landscaping options for the right-of-way of all four (4) streets fronting the Water Filtration Plant Campus and make recommendations for landscaping changes within the Water Filtration Plant site. Looking at these areas together will result in a more cohesive landscaping look around the site.
The Oshkosh Public Museum has a history of very successful project work with Saiki. That history of successful project delivery for the City of Oshkosh, and successful experiences with Saiki that Department staff have had during prior employment, led staff to choose Saiki to complete this work.
ANALYSIS
Staff have reviewed the proposal, and find that the costs associated with this Project are commensurate with the amount of work to be performed.
FISCAL IMPACT
The cost of these services is estimated not to exceed $172,170. Funding is available for this agreement in CIP Account #03221810-7206-64110/ Water Capital Fund-Capital Construction-WFP – Infrastrc Imprvmt.
RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Municipal Code, I am hereby recommending that the Common Council approve this professional services agreement.
