Res 24-561 Amend Capital Improvements Program to Include Lake Shore Drive Reimagination in 2027
BACKGROUND
At their February 14, 2023 meeting, the Common Council approved the creation of an Ad Hoc Committee to Solicit Input on the City’s Clearwell Replacement Project Aesthetic Features (Ad Hoc Committee). During the course of discussion and review of numerous architectural and landscaping options in and around the Water Filtration Plant Site, the Ad Hoc Committee recommended the City retain the services of a Landscape Architect to design the landscaping, with recommendations to incorporate native vegetation species and to tie the landscaping into overall design components extending into Menominee Park.
At the September 26, 2023 meeting, the Common Council provided direction to staff with regards to the clearwell and pump station building façade. The Common Council further provided direction that the Department of Public Works (Department) shall engage the services of a Landscape Architecture firm to assist with the reimagination of Lake Shore Drive. This direction was given to staff with the understanding that the design and bidding of the storage tanks and pump station buildings needed to move at a faster pace due to the Corrective Action Plan that the City is currently operating under with the WDNR. The reimagination of Lake Shore Drive and the green space between Lake Shore Drive and the shore of Lake Winnebago will incorporate native vegetation species and water-themed information and education components.
The next resolution on this agenda is to approve the hiring of Saiki Design, Inc. (Saiki) out of Madison to perform the visualization and design-related services for the reimagination of Lake Shore Drive and the right-of-way areas around the Water Filtration Plant site. Saiki will prepare concepts for review by appropriate City Boards and Commissions and the Common Council, refine those concepts and design them, and assist with bidding services for construction of the Lake Shore Drive right-of-way and greenspace area adjacent to Lake Shore Drive and Lake Winnebago.
Based on the anticipated construction schedule for the Clearwell replacement project, it is anticipated that construction on this Project will occur in 2027 or 2028.
ANALYSIS
The previously-approved Capital Improvement Program (CIP) Plan needs to be amended to include the implementation of the Lake Shore Drive Reimagination in 2027. Including this Project in the approved CIP Plan shows the City’s commitment to completing this Project that arose from a very detailed and extensive public involvement process.
FISCAL IMPACT
There is no immediate fiscal impact to this resolution. The fiscal impact will come in future years when the funding of the CIP is approved through the budget approval process. It is currently anticipated the total overall cost of construction for this Project will be approximately $2.5 million. This number is highly dependent on the reimagination concepts that are recommended for approval through the design process that Saiki will be completing. This budgetary estimate will be updated as part of the design process.
RECOMMENDATION
I recommend amending the CIP to include the Lake Shore Drive reimagination construction in 2027.
