					CITIZEN STATEMENTS TO COUNCIL Lynn Thill 2445 Noel Ct, Oshkosh On January 11th, a water main break compromised the sewage system, resulting in sewage in her and her neighbor’s basements. Ms. Thill feels the city’s insurance company is not responding to their claims promptly. City Attorney Lorenson told Ms. Thill that she only saw the claim yesterday and was emailing the insurance adjuster now. Ms. Thill hopes the insurance company will cover the cost of the damage caused by this break. Deb Martin 164 Wyldewood Drive, Oshkosh Ms. Martin addressed the council and thanked them for taking an active interest in the housing shortage in Oshkosh. Martin hopes to see continued support of the Tenant Resource Center, which helps tenants and landlords better communicate and share the resources that are available to all.

If a road reconstruction project happens, the cost is budgeted. 2. If the pole is damaged, the responsible party (or insurance) will cover 3. If there is no insurance, and if it is in the CPI budget, the partial cost will be paid.

				Res 25-77	A Resolution of the Common Council of the City of Oshkosh, Wisconsin, Requesting Legislative Relief to Create Consistency in Fireworks Enforcement Throughout the State of Wisconsin Councilor Nichols praised the collaboration of staff and council in drafting this resolution. Along with this resolution, Nichols reminded citizens that in 2024, the Council raised the fine for igniting fireworks in the City.

					COUNCIL DISCUSSION, DIRECTION TO CITY MANAGER & FUTURE AGENDA ITEMS
					Discussion and Direction to City Manager
					Biennial Budget (Larson) Councilor Larson stated his reasons why a biennial budget may be a more efficient way of doing the budget process.  Finance staff and City Manager Grill stated that the current timing is not practical. Finance would also like to do more research on this topic, and City Manager Grill agreed.  Finance Director Calmes stated that she has heard both sides of the topic regarding saving time and staff workload.  Some Council members noted that this may not be as efficient as they think. The council will still need to set the tax levy annually, along with other processes. It was also noted that if a biennial budget were implemented, some council members would not participate in the budget process at all.
					Funding Possibilities for Coordination of Shelter During Extreme Cold (Buelow) Deputy Mayor Buelow noted that he has talked with a local church, which may be able to work with parishioners and volunteers to provide a shelter for extreme weather. However, this possibility would require fully paid staff to coordinate volunteers and other details. Buelow discussed this issue with the other council members.
					Overnight On-Street Parking Study Update Transportation Director Collins gave an update on the overnight parking study. The current Transportation Committee Chairperson (Al Hartman, 2425 Patriot Ln) was available for questions if necessary. Hartman stated that after reviewing the results of the citizen's survey, the committee did not see any compelling reason to change the overnight parking policy. The committee received input from law enforcement and city departments and indicated that the current policy was preferred. Dale Schroeder 672 W 9th Ave Mr. Schroeder lives between Dakota St. and Ohio St. on 9th Ave. Schroeder believes this is a congested and high-traffic area to have an overnight parking option. He has had issues with his garbage not being picked up and the removal of snow because of the people parking in front of his house. Schroeder believes the remedy to this problem could be changing the daytime parking to one, two, or four-hour parking zones. Or create a center lane to cross traffic.
