TO: Honorable Mayor and Members of the Common Council FROM: Justin Gierach, Engineering Division Manager/City Engineer DATE: September 9, 2025 SUBJECT: Res 25-481 Approve Budget Amendment and Award Bid for Public Works Contract No. 25-03 to Vinton Construction Company for Washington School Reconstruction ($824,321.63)

BACKGROUND

The purpose of this Project is to install sewer and water laterals in the public right-of-way to the former Washington School Site, as well as construct the site grading and private onsite storm water management to allow the eighteen (18) newly-created lots to be builder ready.

ANALYSIS

Engineering staff reviewed two (2) bids.  The low Bid was received from Vinton Construction Company, Inc. of Green Bay, Wisconsin.

FISCAL IMPACT

Funding for the Washington School Reconstruction Project is in the 2025 Capital Improvement Program (CIP) (Account No. 03230740-7216-63022/Plng- Housing Study).  The budget will be adjusted to address this cost.  Both Account No. 03230740-4943-63022/Sale of Land-Plng - Housing Study and 03230740-7216-63022/Plng - Housing Study will be increased by $630,000 each. Following is a summary of the available funds (after the budget increases) and the estimated total construction cost, including ancillary costs such as engineering fees, landfill tipping fees, construction materials testing fees, and other construction-related expenses.     CIP Section CIP Funds Budgeted and Increased Estimated Total Construction Cost Community Dev Prop Impr $840,000 $838,186 Totals $840,000 $838,186

RECOMMENDATION

I recommend award to the low bidder, Vinton Construction Company in the amount of $824,321.63 and amending the budget.
