REGULAR SESSION AT OR AFTER 5:00 PM
CALL TO ORDER
				Mayor Winfield called the meeting to order at 5:00 p.m.

EXECUTIVE SESSION
				1. Pursuant to A.R.S. 38-431.03 (A)(3) and(A)(4) to discuss or consult with the attorneys for the public body regarding a request from Archaeology Southwest to mediate regarding a dispute as it relates to the conservation easement

				1. Pursuant to A.R.S. §38-431.03(A)(1) and (A)(3) Personnel matter - Town Magistrate annual performance review

				Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to go into Executive Session at 5:01 p.m., pursuant to A.R.S. §38-431.03(A)(1) and (A)(3) Personnel matter - Town Magistrate annual performance review

				Vote: 7 - 0 Carried
				Mayor Winfield announced that the following staff would be joining Council in Executive Session: Town Magistrate James Hazel, Town Attorneys Nathan Rothschild and Steven Zraick, and Town Clerk Mike Standish.

				1. APPROVAL OF ANY DIRECTION TO THE TOWN ATTORNEY AND/OR NECESSARY STAFF AS DISCUSSED IN EXECUTIVE SESSION REGARDING A REQUEST FROM ARCHAEOLOGY SOUTHWEST TO MEDIATE REGARDING A DISPUTE AS IT RELATES TO THE CONSERVATION EASEMENT

				APPROVAL OF ANY DIRECTION TO THE TOWN ATTORNEY AND/OR NECESSARY STAFF AS DISCUSSED IN EXECUTIVE SESSION PERTAINING TO THE ANNUAL PERFORMANCE REVIEW OF THE TOWN MAGISTRATE

				Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to proceed as directed in Executive Session.

				Vote: 7 - 0 Carried
PLEDGE OF ALLEGIANCE
				Mayor Winfield led the audience in the Pledge of Allegiance.
UPCOMING MEETING ANNOUNCEMENTS
				Town Clerk Mike Standish announced the upcoming Town meetings and events.
MAYOR AND COUNCIL REPORTS ON CURRENT EVENTS
				Vice Mayor Barrett reported that she and other Councilmembers had attended the Happy Joe's Pizza and Ice Cream ribbon cutting, held on March 30, 2026.  Councilmember Murphy congratulated the Oro Valley Police Department and the Golder Ranch Fire District for their collaboration and quick action in performing high-quality CPR with an AED, and life-saving care of the patient. The quick actions of the two Oro Valley Police Officers and the two Golder Ranch Fire Station Crews made the life-saving outcome possible.  Councilmember Robb reported that she and several other Councilmembers had attended the Oro Valley Chamber's 2026 Annual Meeting and Awards Breakfast, where attendees were able to meet local nonprofits in the community.  Councilmember Jones-Ivey encouraged citizens to volunteer and participate in Amphi School Districts Project Graduation's upcoming events and fundraisers. Vice Mayor Barrett reported that she and other Councilmembers had attended the Marana State of the Town, which was held on April 2, 2026.  Councilmember Greene encouraged citizens to pick up a copy of the Greater Oro Valley Chamber of Commerce 2026 Business Directory and Visitor's Guide. Mayor Winfield reported that he and other Councilmembers had attended the Oro Valley Police Department's Drug Awareness Day, held on March 27, 2026. Mayor Winfield expressed his appreciation to all those who had helped make the event happen.
TOWN MANAGER'S REPORT ON CURRENT EVENTS
				Town Manager Jeff Wilkins reported the following:   Standards - When and Why do we Signalize Intersections Methods of Public Notification Upcoming Oro Valley Events Information regarding the Code Red Emergency System Welcomed new Oro Valley businesses

				Mayor Winfield reviewed the order of business and stated the order would stand as posted.

				There were no informational items.
CALL TO AUDIENCE
				Oro Valley resident Sean Glaser voiced his concerns regarding Flock surveiliance.
PRESENTATIONS
	1.			Proclamation - Week of the Young Child
				Mayor Winfield proclaimed the week of April 11 - 17, 2026, as Week of the Young Child in Oro Valley.  Ms. Rose Hattab, PhD, with First Things First, accepted the proclamation.
	2.			Presentation regarding the Transportation Art by Youth (TABY) program desert wildlife sculptures
				Ms. Kate Marquez, CEO & Founder of Art State Arizona, presented the Transportation Art by Youth (TABY) program Desert Wildlife Sculptures. Ms. Marquez and Mayor Winfield presented the students and artists with certificates for their work on the sculptures.
	3.			Presentation from the Pima Association of Governments (PAG) regarding their Transportation Safety Planning Data
				Ms. Janette DeRenne, Transportation Planning Director for the Pima Association of Governments, presented their Transportation Safety Planning Data and included the following:   PAG Support for Transportation Safety 5 E's for Traffic Safety PAG Safety Explorer Road Safety Assessment (RSA) Program 2055 RMAP and the RATP Annual Bicycle and Pedestrian Count RATP Active Transportation Toolbox RATP Safety Web Map
	4.			Presentation of Recreational Amenities Financial Analysis
				Deputy Finance Director Wendy Gomez presented the Recreational Amenities Financial Analysis and included the following:   Overview Summary of All Amenities - FY 24/25 Discussion ensued among Council and staff regarding the Recreational Amenities Financial Analysis.  Councilmember Greene left the meeting.
CONSENT AGENDA
	A.			Minutes - March 18, 2026
	B.			Resolution No. (R)26-12, designating David Gephart as Chief Fiscal Officer, authorized to submit the Town's Annual Expenditure Limitation Report (AELR) to the State Auditor General for FY 26-27
	C.			Resolution No. (R)26-13, authorizing and approving an Intergovernmental Agreement (IGA) between the Town of Oro Valley and the Pima County Recorder's Office to provide election services through December 31, 2026

				Motion by Mayor Joseph C. Winfield, seconded by Councilmember Mary Murphy to approve Consent agenda items (A) - (C)

				Vote: 6 - 0 Carried
				Other: Councilmember Harry Greene (ABSENT)
				Mayor Winfield recessed the meeting at 7:14 p.m. Mayor Winfield reconvened the meeting at 7:25 p.m. Councilmember Greene returned to the meeting.
REGULAR AGENDA
	2.			DISCUSSION AND POSSIBLE ACTION TO INCREASE FUNDING AUTHORIZATION FOR THE VISTOSO TRAILS NATURE PRESERVE POND PROJECT AS IT RELATES TO SCOPE OF WORK FOR THE BID THAT WAS RECEIVED ON MARCH 20, 2026

				Motion by Councilmember Josh Nicolson, seconded by Councilmember Joyce Jones-Ivey to authorize and approve funding for the base bid and alternate bid for the Pond Project in the amount of $461,399 from the General Fund Contingency Account. Discussion ensued among Council, staff, and Ms. Rebeca Field regarding item #2,

				Motion by Councilmember Josh Nicolson, seconded by Councilmember Joyce Jones-Ivey to authorize and approve funding for the base bid and alternate bid for the Pond Project in the amount of $461,399 from the General Fund Contingency Account.

				Vote: 6 - 1 Carried

	3.			PUBLIC HEARING: ORDINANCE NO. (O)26-06, DISCUSSION AND POSSIBLE ACTION TO ALLOW THE TOWN ENGINEER AND CHIEF OF POLICE THE AUTHORITY TO TEMPORARILY SUSPEND NO PARKING SIGN RESTRICTIONS ON PUBLIC STREETS FOR SPECIAL EVENTS
				Mayor Winfield opened the public hearing.  The following individuals spoke regarding item #3.  Oro Valley resident Tricia Tozier Oro Valley resident Craig Patrick Oro Valley resident Debbie Patrick  Mayor Winfield closed the public hearing.  Town Engineer and Public Works Director Paul Keesler presented item #3 and included the following:   Town Code 11-4-2 Discussion - why bring this forward? Suggested Code Language Subsequent questions and concerns Discussion ensued among Council and staff regarding item #3.

				Motion by Mayor Joseph C. Winfield, to table the item until the May 20, 2026, Town Council Regular Session.  Mayor Winfield withdrew the motion.  Discussion continued among Council and staff regarding item #3. Staff confirmed with the Council that the current long-standing practice utilized for when a request was submitted to the Police and Public Works Departments, and upon agreement on the need for action, covers (otherwise referred to as "bagging") would continue to be placed over the "No Parking" signs to suspend their regulatory authority, until a new process has been reviewed and approved by Council.

				Motion by Mayor Joseph C. Winfield, seconded by Vice-Mayor Melanie Barrett to table the item to the August 12, 2026, Town Council Regular Session.

				Vote: 7 - 0 Carried
				Councilmember Nicolson left the meeting.
	4.			DIRECTION AND POSSIBLE ACTION REGARDING ARIZONA DEPARTMENT OF REVENUE'S FAILURE TO TIMELY AMEND THE ORO VALLEY MODEL TAX CODE THEREBY VOIDING THE ACTION OF COUNCIL ON JANUARY 14, 2026 AS IT RELATES TO THE USE TAX
				Chief Financial Officer Dave Gephart presented item #4.

				Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to authorize the Town to begin the process of passing the Use Tax again.

				Vote: 5 - 1 Carried
