REGULAR SESSION AT OR AFTER 5:00 PM
CALL TO ORDER
				Mayor Winfield called the meeting to order at 5:02 p.m.

EXECUTIVE SESSION
	1.			Pursuant to A.R.S. §38-431.03 (A)(1) and (A)(3) Personnel matter – Chief of Police annual performance review

				Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to go into Executive Session at 5:03 p.m., pursuant to A.R.S. §38-431.03 (A)(1) and (A)(3) Personnel matter – Chief of Police annual performance review

				Vote: 6 - 0 Carried
				Other: Councilmember Josh Nicolson (ABSENT)
				Mayor Winfield announced that the following staff members would be joining the Council in the Executive Session: Police Chief Kara Riley, Town Attorney Steven Zraick, and Town Clerk Mike Standish.
				Councilmember Nicolson joined the Executive Session at 5:45 p.m.

	1.			APPROVAL OF ANY DIRECTION TO THE TOWN ATTORNEY AND/OR NECESSARY STAFF AS DISCUSSED IN EXECUTIVE SESSION PERTAINING TO THE ANNUAL PERFORMANCE REVIEW OF THE CHIEF OF POLICE

				Motion by Vice-Mayor Melanie Barrett, seconded by Mayor Joseph C. Winfield to proceed as directed in Executive Session

				Vote: 7 - 0 Carried
PLEDGE OF ALLEGIANCE
				Mayor Winfield led the audience in the Pledge of Allegiance.
UPCOMING MEETING ANNOUNCEMENTS
				Town Clerk Mike Standish announced the upcoming Town meetings and events.
MAYOR AND COUNCIL REPORTS ON CURRENT EVENTS
				Councilmember Jones-Ivey recognized Taya Mitacek, a Senior at Ironwood Ridge High School, for her outstanding leadership, her service, and her commitment to her school community.  Councilmember Jones-Ivey encouraged citizens to volunteer and participate in the Amphi School District's Project Graduation events.  Vice Mayor Barrett reported that she and Councilmember Murphy had attended a Coffee with a Cop event, held at Brueggers Bagels on April 21, 2026. Councilmember Greene reported about a recent Stormwater Utility Commission fieldtrip which highlighted flood prevention work that had been done in the town.  Councilmember Murphy reported that she and other Councilmembers had attended the Arizona Lodging & Tourism Association Member Mixer and the Oro Valley American Legion and Oro Valley Veterans of Foreign Wars Officer of the Year award event. Councilmember Robb reported that she and Councilmember Murphy attended a Disabled American Veterans event, which was held to raise funds to send children of injured and fallen military members to Camp Corral. Mayor Winfield introduced and welcomed the new Oro Valley Town Attorney, Steven Zraick. Mayor Winfield reported that the Oro Valley Police Department held their Oro Valley Citizens Academy Graduation on April 21, 2026. Mayor Winfield also reported that he and Councilmember Murphy attended Golder Ranch Fire District's 26-01 Academy graduation event.
TOWN MANAGER'S REPORT ON CURRENT EVENTS
				Town Manager Jeff Wilkins reported the following information.   Oro Valley Employee Earth Day Event Information on upcoming Town Events

				Mayor Winfield reviewed the order of business and stated that the order would remain as posted.

PRESENTATIONS

				This item was removed from the agenda on 4/20/26.
	2.			Presentation regarding current broadband infrastructure initiatives
				Oro Valley Information Technology Director Scott Zufelt presented item #2 and included the following:   History OV Projects Fiber Optic projects happening in Oro Valley Discussion ensued among Council and staff regarding the current broadband infrastructure initiatives.
	3.			Presentation regarding the Final Resident Recommended Draft of OV's Path Forward, the community's next 10-year General Plan
				Principal Planner Milini Simms presented item #3 and included the following:   OV's Path Forward The Residents' Plan - Topics The Residents' Plan - Key Themes Resident Driven-Process Phase 1: Let's Talk Phase 2: Let's Think Final Resident Recommended Draft Phase 3: Residents Decide Summary and Next Steps Discussion ensued among Council and staff regarding the Final Resident Recommended Draft of OV's Path Forward, the community's next 10-year General Plan.  Council provided guidance to staff regarding the Final Resident Recommended Draft of OV's Path Forward, the community's next 10-year General Plan.
CONSENT AGENDA
	A.			Minutes - April 8, 2026
	B.			Resolution No. (R)26-14, authorizing and approving an amendment to the FY 25/26 - FY 26/27 Strategic Plan to add Police Station capital project
	C.			Resolution No. (R)26-15, authorizing and approving Applicant Authorized Representative (AAR) forms required for FEMA hazard mitigation grants administered through the Arizona Department of Emergency & Military Affairs (DEMA)

				Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to approve Consent items (A) - (C).

REGULAR AGENDA
	2.			RESOLUTION NO. (R)26-16, DISCUSSION AND POSSIBLE ACTION TO AUTHORIZE AND APPROVE AN INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN THE TOWN OF ORO VALLEY AND GOLDER RANCH FIRE DISTRICT (GRFD) TO ALLOW THE TOWN TO UTILIZE GRFD FACILITIES FOR THE DRONE AS FIRST RESPONDER PROGRAM
				Oro Valley resident Sean Glaser voiced his concerns regarding the Drone as First Responder Program.
				Oro Valley Chief's Executive Officer Kevin Peterson provided a brief overview of item #2. Discussion ensued among Council and staff regarding item #2.

				Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to approve Resolution No. (R)26-16, authorizing an Intergovernmental Agreement (IGA) between the Town of Oro Valley and Golder Ranch Fire District (GRFD) to allow the Town to utilize GRFD facilities for the Drone as First Responder Program and report back to Council on its effectiveness April of 2027.

				Vote: 7 - 0 Carried
	3.			DISCUSSION AND POSSIBLE ACTION TO ADOPT THE OV TRAILS CONNECT TRAILS AND PATHS MASTER PLAN
				The following individuals spoke in support of item #3.  Nathaniel Gordon Bev Showalter Ruth Canamar Senior Planner Kyle Packer presented item #3 and included the following:   Tonight's Presentation OV Trails Connect Areas of Focus Strategic Plan Item  Process Community Engagement Why Plan? Vision Guiding Principals Big Ideas - Overall Big Ideas - Multi-Use Paths Big Ideas - The Loop Big Ideas - VTNP Big Ideas - Unpaved Trails Summary and Next Steps Discussion ensued among Council and staff regarding the OV Trails Connect Trails and Paths Master Plan.

				Motion by Councilmember Josh Nicolson, seconded by Councilmember Mary Murphy to approve the OV Trails Connect Trails and Paths Master Plan. Discussion continued among Council and staff regarding the OV Trails Connect Trails and Paths Master Plan.

				Other: Councilmember Josh Nicolson (ABSENT)
				There was a consensus among Council to add the OV Trails Connect Trails and Paths Master Plan into the 10-Year General Plan.  Council provided additional guidance to staff regarding the OV Trails Connect Trails and Paths Master Plan.

				Motion by Councilmember Josh Nicolson, seconded by Councilmember Mary Murphy to approve the OV Trails Connect Trails and Paths Master Plan.

				Vote: 7 - 0 Carried
FUTURE AGENDA ITEMS
				Councilmember Robb requested a future agenda item for the May 6, 2026, Regular Town Council meeting, for discussion and possible action to use the $150,000 not yet spent from this years Vistoso Trails Nature Preserve $200,000 allotment for irrigation and ADA paths in the pond area. Seconded by Councilmember Murphy.

STUDY SESSION AGENDA
	1.			DISCUSSION ONLY REGARDING A PROPOSED ZONING CODE AMENDMENT RELATED TO SMALL ANIMAL HUSBANDRY AND FOOD ACCESS
				Principal Planner Milini Simms presented the proposed Zoning Code amendment related to small animal husbandry and food access and included the following:   Purpose Background and Guidance Strategic Plan Objective Process to Date Overview Small Animal Husbandry Small Animal Husbandry - Number of Animals on 3.3+ acre lots Small Animal Husbandry - Keeping of male fowl Small Animal Husbandry - Food Processing Small Animal Husbandry - Refinements to Existing Code Food Access Food Access - Community Gardens Food Access - Famers Markets Food Access - Food Banks and Mobile Food Pantries Potential Timeline and Next Steps Summary and Discussion Discussion ensued among Council and staff regarding Study Session item #1.  Council provided guidance to staff regarding a proposed zoning code amendment related to small animal husbandry and food access.

				Mayor Winfield announced that the following staff would be joining Council in Executive Session: Town Attorney Steven Zraick and Town Clerk Mike Standish.

				Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to go into Executive Session at 8:50 p.m., pursuant to A.R.S. 38-431.03 (A)(3) and (A)(4) to discuss or consult with the attorney for the public body regarding the Town of Oro Valley consultant contract for Town Attorney services

				Vote: 7 - 0 Carried
