Mayor Winfield called the meeting to order at 5:02 p.m.

Town Clerk Mike Standish announced the upcoming Town meetings and events.
MAYOR AND COUNCIL REPORTS ON CURRENT EVENTS
Councilmember Jones-Ivey recognized Taya Mitacek, a Senior at Ironwood Ridge High School, for her outstanding leadership, her service, and her commitment to her school community.
Councilmember Jones-Ivey encouraged citizens to volunteer and participate in the Amphi School District's Project Graduation events.
Vice Mayor Barrett reported that she and Councilmember Murphy had attended a Coffee with a Cop event, held at Brueggers Bagels on April 21, 2026.
Councilmember Greene reported about a recent Stormwater Utility Commission fieldtrip which highlighted flood prevention work that had been done in the town.
Councilmember Murphy reported that she and other Councilmembers had attended the Arizona Lodging & Tourism Association Member Mixer and the Oro Valley American Legion and Oro Valley Veterans of Foreign Wars
Officer of the Year
award event.
Councilmember Robb reported that she and Councilmember Murphy attended a Disabled American Veterans event, which was held to raise funds to send children of injured and fallen military members to Camp Corral.
Mayor Winfield introduced and welcomed the new Oro Valley Town Attorney, Steven Zraick.
Mayor Winfield reported that the Oro Valley Police Department held their Oro Valley Citizens Academy Graduation on April 21, 2026. Mayor Winfield also reported that he and Councilmember Murphy attended Golder Ranch Fire District's 26-01 Academy graduation event.
TOWN MANAGER'S REPORT ON CURRENT EVENTS

RESOLUTION NO. (R)26-16, DISCUSSION AND POSSIBLE ACTION TO AUTHORIZE AND APPROVE AN INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN THE TOWN OF ORO VALLEY AND GOLDER RANCH FIRE DISTRICT (GRFD) TO ALLOW THE TOWN TO UTILIZE GRFD FACILITIES FOR THE DRONE AS FIRST RESPONDER PROGRAM
Oro Valley resident Sean Glaser voiced his concerns regarding the Drone as First Responder Program.
Oro Valley Chief's Executive Officer Kevin Peterson provided a brief overview of item #2.
Discussion ensued among Council and staff regarding item #2.

Councilmember Harry Greene to approve Resolution No. (R)26-16, authorizing an Intergovernmental Agreement (IGA) between the Town of Oro Valley and Golder Ranch Fire District (GRFD) to allow the Town to utilize GRFD facilities for the Drone as First Responder Program and report back to Council on its effectiveness April of 2027.

Councilmember Robb requested a future agenda item for the May 6, 2026, Regular Town Council meeting, for discussion and possible action to use the $150,000 not yet spent from this years Vistoso Trails Nature Preserve $200,000 allotment for irrigation and ADA paths in the pond area. Seconded by Councilmember Murphy.
